Digital Television Transition (DTV)

On February 9, 2009 Congress passed with my vote the Digital Television Delay Act, which delayed the digital television transition until June 12, 2009. Now, full-power television stations are required to stop broadcasting in analog format and begin digital service.  I supported this delay to give many Americans more time to prepare for the transition and prevent the loss of a key communication tool. The new law also provides additional funding for digital-to-analog converter box coupons so Americans will not have to pay extravagant out-of-pocket expenses to make their televisions digital ready. Under the DTV Delay Act, if a coupon has already been issued but has expired, a replacement coupon can be requested but must be used within the 90-day deadline after it is issued.

The DTV transition brings several benefits to Americans. Digital signal means clearer images, and enhanced sound quality. Also, broadcasting in digital format frees up airwaves for our police, firemen, and emergency services personnel, as recommended by the 9/11 Commission.

There are three options available for consumers in preparing for the DTV transition. Subscribers to either cable or satellite services will be unaffected and no further action is needed. If your television was purchased before 2002 and you do not have cable or satellite service, it is likely your television contains an analog tuner instead of the more modern digital tuner. It is possible, but not required, to purchase a newer television set that does contain a digital tuner. However, you also have the option of requesting up to two (2) government-sponsored coupons per household to assist in purchasing a digital-to-analog converter box. Boxes generally range from $50 - $80 each, and can be purchased at most retail stores. Each coupon is worth $40 to assist consumers that would like to keep their existing analog television sets.
