OFFICE OF PASSENGER VESSELS AND INFORMATION PROCESSING

The Office of Passenger Vessels and Information Processing ("OPVIP") is responsible for three programs:

(1) the Passenger Vessel Certification Program;
(2) the Ocean Transportation Intermediary ("OTI") Bonding and Licensing Program; and
(3) the Database Program. 

Passenger Vessel Certification Program

OPVIP receives and reviews applications for Certificates (Performance) and Certificates (Casualty) and the associated coverage evidencing acceptable forms of financial responsibility.  Certificates are required by all passenger vessels having 50 or more berths or stateroom accommodations and that embark passengers at ports ("PVOs").  The Certificates are required for vessel clearance with Customs and Border Protection.

The Certificate (Performance) indicates that the PVO has filed acceptable evidence of financial responsibility with the Commission which can be used to reimburse passengers for fares should the PVO fail to perform the cruises contracted and has made no arrangements for appropriate refunds.  The Certificate (Casualty) indicates that the PVO has filed acceptable evidence of financial responsibility with the Commission which can be used to pay claims for death or injury to passengers and other persons on voyages covered by the program.
