Transportation and Housing and Urban Development Appropriations Requests

The following project requests were submitted for funding to the Subcommittee. At this point, all decisions whether to accept the requested projects and, if so, the amount of funding that will be assigned, is determined by the Subcommittee. The amounts displayed do not represent a final award.

The American Red Cross of Northeast Indiana, in Fort Wayne, Indiana, is seeking $200,000 for its capital expansion initiative. When the current facility was built in 1951, the chapter was serving just one county. Since then, eight counties have been added to the service area and the Chapter requires additional space. This project serves taxpayers by allowing the American Red Cross of Northeast Indiana better capacity for disaster/crisis relief in Northeast Indiana.

Ball State University, in Muncie, Indiana, is seeking $1,286,300 for drainage and storm sewer extension, traffic signals and street lights for the McKinley/Riverside Avenue Safety Improvement Project. This project will benefit taxpayers by improving safety for students and pedestrians on Ball State’s campus.

The City of Anderson, Indiana, is seeking $950,000 for the Flagship Enterprise Center Certified Technology Park Buildings Project. Funding will be used for technology and building infrastructure improvements, tenant build out and enhancements, and laboratory development for the incubator campus of buildings. This project will benefit taxpayers by expanding incubator space for companies that will create jobs.

The City of Anderson, Indiana, is seeking $1,500,000 for the construction phase of the 67th Street Widening Project. This project will allow for widening of the existing two-lane road to a three-lane industrial road for future commercial development. It connects to the Flagship Enterprise Center. This is a growing business park that will serve taxpayers by expanding to become a more attractive business location for businesses looking to relocate to the area.

The City of Anderson, Indiana, is seeking $200,000 for the Westside Hope Training Center. Funding will be used for renovation of three properties for use as a facility for life skills, pre-apprentice training, and temporary housing for ex-offenders. This project benefits taxpayers by reducing the recidivism rate.

The City of Angola, Indiana, is seeking $1,399,849 for Phase I of the Angola Downtown Revitalization Project. Funding will be used to install raised medians and curbs aimed at reducing traffic speeds and providing safe pedestrian crosswalks. This project serves taxpayers by reducing the pedestrian risks where there already has been a fatality.

The City of Beech Grove, Indiana, is seeking $1,350,000 for the Park Grove Street Rehabilitation Project. Funding for this project will be used for road resurfacing, curb installation, curb ramp installation, sidewalk installation, and driveway approach rehabilitation. This project benefits taxpayers in conjunction with a request from the Interior and Environment Subcommittee by replacing the roadway that had been repaired poorly and rendered the storm water system inoperable.

The City of Columbus, Indiana, is seeking $2,500,000 for the Columbus Municipal Airport Traffic Control Tower Reconstruction. The existing 55-year-old tower is a safety risk. Increased air traffic as a result of military flights related to activities at Camp Atterbury and Muscatatuck Urban Warfare Training Facility have further highlighted the need for facility replacement. This project will benefit taxpayers by improving the tower to better serve the needs of military and private aircraft that regularly arrive at and depart from Columbus Municipal Airport.

The City of Elkhart, Indiana, is seeking $1,500,000 for Prairie Street Grade Separation. Funding will be used to expand Prairie Street to a four-land road and construct an overpass at the existing at-grade crossing of the Norfolk Southern mainline tracks. This project benefits taxpayers by reducing the traffic congestion and public safety risks caused by trains blocking the roadway.

The City of Indianapolis, Indiana, is seeking $1,000,000 for the Morris Street Bridge over the White River. Funding would be used to fill the gap in cost estimates and funding received through surface transportation program funds. This project benefits taxpayers by allowing the City to complete the work on the Morris Street Bridge that would otherwise be incomplete due to a shortfall in federal funding.

The City of Indianapolis, Indiana, is seeking $900,000 for the United Neighborhood Centers of Indianapolis. Funding would be used by this collaboration of 11 community centers in high-need neighborhoods to provide services to ex-offenders and their families. These include employment training, GED programs, early childhood development classes, child care, afterschool programming, housing, legal assistance, mental health services, transportation, and senior services. This project benefits taxpayers by reducing the recidivism rate.

The City of Lafayette, Indiana, is seeking $600,000 for the County Road 350 South Improvement Project. Funding will be used for widening of the existing road and installation of two additional traffic lights. This has quickly become a key industrial and commercial route on the south side of the City. It is now a two-lane road. This project benefits taxpayers by making this a more attractive route for business use and possible development.

The City of Logansport, Indiana, is seeking $1,200,000 for the Chase Road Project. Funding will be used to reconstruct the existing two-lane roadway with little shoulder to a three-lane, curbed street section with enclosed drainage that allows two-way left turns from the center lane. This project benefits taxpayers by providing a safer means for left-hand turns from a busy roadway, while eliminating traffic congestion.

The City of Logansport, Indiana, is seeking $1,100,000 for the 18th and Main Street Intersection Culvert Improvements. Funding will be used to replace three culverts near this intersection to address flooding concerns before undertaking a much more ambitious corridor improvement project. This project benefits taxpayers by reducing flooding along the roadway that endangers roadway construction.

The City of Portland, Indiana, is seeking $460,000 for the Lafayette Street Extension. Funding will be used to extend the existing street to provide street access to an important development corridor with businesses and business expansions already underway. This project benefits taxpayers by making this corridor a more attractive economic development zone.

The City of Shelbyville, Indiana, is seeking $1,000,000 for an interchange study at I-74 and Fairland Road (exit 109). Funding will be used for a feasibility study of the redesign or relocation of this interchange, which has been deemed to be insufficient for use. This project benefits taxpayers by adequately planning for improvements to an insufficient interchange.

The City of Terre Haute, Indiana, is seeking $1,200,000 for Margaret Avenue Enhancements. Funding will be used for Phase II of this SAFETEA-LU authorized project for engineering and planning, land acquisition, roadway reconstruction, storm sewer improvements, and signals. The City will break ground on Phase I this year. This project will benefit taxpayers by making improvements along a major corridor in Terre Haute to reduce congestion and make the City more inviting for economic development.

The City of Westfield, Indiana, is seeking $750,000 for Spring Mill Road Improvements. Funding will be used for planning and engineering of the $19,500,000 overall project. The balance will be sought as part of the upcoming transportation bill. This project will benefit taxpayers by adequately planning for a major transportation infrastructure project.

Daviess County, Indiana, is seeking $560,000 for Cannelburg Road/County Road 900 East. Funding will be used for geotechnical engineering, right-of-way engineering and acquisition, and a portion of construction costs. This represents all planned work that can be completed by the County during one year. This project benefits taxpayers by adequately planning for a major transportation infrastructure project.

Delaware County, Indiana, is seeking $1,248,000 for Riggin Road at the Walnut Street Intersection. Funding will be used to engineer and construct a new intersection with a round-about configuration to improve traffic flow and decrease delays. This project benefits taxpayers by improving traffic flow at an intersection that could encourage economic development in the County.

Elkhart County, Indiana, is seeking $2,500,000 for the County Road 17 Corridor, Phase II. All funding will be used for construction of a north-south corridor for more direct access to the Indiana Toll Road from Claypool and vice-versa. Current north-south corridors exist 40 miles to the east or 25 miles to the west of County Road 17. This project benefits taxpayers by improving the attractiveness of Elkhart County to economic development by shortening the distance between north-south corridors.

Fort Wayne – Allen County Airport Authority, Fort Wayne, Indiana, is seeking $522,500 for Airport Snow and Ice Control Equipment. Funding will be used for the purchase of a 500-ton per hour snow blower and a Continuous Friction Measuring Equipment vehicle. The vehicle allows accurate measurement of the braking/friction coefficient, which is relayed to in-bound pilots to assess the landing speed and braking power necessary for safe landings. This project benefits taxpayers by improving the safety of operations at Fort Wayne International Airport.

The Greater Lafayette Public Transportation Corporation (CityBus), Lafayette, Indiana is seeking $2,500,000 for Lafayette Transit Improvements. Funding will be used for land acquisition and development of a new transit transfer center at Riehle Plaza. This project benefits taxpayers by reducing overall wait times and improving timeliness of bus service in the Greater Lafayette area.

Hamilton County, Indiana, is seeking $2,500,000 for the 146th Street West Project. Funding will be used for a portion of right-of-way acquisition. The County will seek the balance of the $35,500,000 total project cost in the upcoming transportation bill. This project benefits taxpayers by moving the project closer to completion for a portion of a major, multi-county, regional connector.

Huntington County, Indiana, is seeking $340,000 for the A7 Environmental Study Update on the Heartland Highway, High Priority Corridor Four NPC NHS 4. This study would determine the feasibility of extending the Hoosier Heartland Highway to the intersection of I-69 and I-469 at the southern intersection. This project benefits taxpayers by studying the feasibility of extending the Hoosier Heartland Highway through an area that could become more attractive to economic development investments.

The Indiana Transportation Association, Bloomington, Indiana, is seeking $2,398,500 for Electric Hybrid Bus Upgrade Grants. Funding would provide for the upgrade of 13 buses at the federal share of $184,500 per bus. The original request was for $5,535,000 for 30 buses. However, this amount was reduced to reflect the maximum total amount to which other entities’ overall requests have been limited. This project benefits taxpayers by reducing our dependence on foreign oil.

The Indianapolis Public Transportation Corporation (IndyGo), Indianapolis, Indiana, is seeking $2,400,000 for the Bus Replacement Program. IndyGo received funding through the stimulus as well. The remainder of the $21,700,000 project can be requested in the upcoming transportation bill. This project benefits taxpayers by keeping buses up to safety and efficiency standards through replacement of aged buses.

Knox County, Indiana, is seeking $1,490,000 for the North Knox Economic Development Corridor. Funding will be used for the environmental study and mitigation, utility relocation, right-of-way acquisition, and design. The balance of the $10 million project will be requested by the County for submission for funding through the upcoming transportation bill. This project benefits taxpayers by improving opportunity for economic development.

The Muncie Indiana Transit System (MITS), Muncie, Indiana, is seeking $2,200,000 for the purchase of replacement hybrid electric buses. Funding will be used to purchase 4 new hybrid-electric buses. This project benefits taxpayers by reducing U.S. dependence on imported oil.

The Northern Indiana Commuter Transportation District (NICTD), Chesterton, Indiana, is seeking $2,500,000 for the South Shore Commuter Rail Capital Reinvestment Plan. Funding will be used to replace the overhead power distribution and signaling systems. This project benefits taxpayers by making the South Shore Line more appealing to customers and thereby reducing U.S. dependence on imported oil through mass transit.

Posey County, Indiana, is seeking $500,000 for the County Bridge Reconstruction Program. Funding will be used for design and engineering of three projects slated for reconstruction. This project benefits taxpayers by adequately planning for safe reconstruction of critical bridges that could be a hazard to motorists.

The South Bend Transportation Corporation (TRANSPO), South Bend, Indiana, is seeking $880,000 for the purchase of two hybrid/alternative fueled buses. This project benefits taxpayers by reducing U.S. dependence on imported oil.

The US 31 Coalition, Indianapolis, Indiana, is seeking $2,000,000 for the US-31 Corridor in Fulton, Marshall, Miami, and Tipton Counties. Funding will be used for environmental study and planning work for this project. This project will plan for a major regional corridor that will improve economic development opportunities across the region.

Vanderburgh County, Indiana, is seeking $200,000 for the Millersberg Road Interchange. Funding will be used for a feasibility study for a proposed interchange at the intersection of Interstate 164 and Millersberg Road. This project will plan for a possible intersection to improve opportunities for economic development.
