Director, Buildings and Facilities Office (BFO)

As the Director, Buildings and Facilities Office, Chandler, is responsible for planning, design & construction, leasing, real property acquisition & disposal, and operations & maintenance of CDC's 6.6 million square-foot nationwide facilities portfolio, valued at around $2.6 billion (2008$). BFO houses approximately 15,000 total staff in over 300 owned and leased assets nationwide.

Prior to assuming this responsibility in 2007, Chandler served as BFO's Deputy Director and Facility Planning Officer (1997-2007). Chandler came to CDC in 1997 from the Southeast Region of the General Services Administration (GSA), where he was a Senior Asset Manager responsible for approximately 2 million square feet of Federal space in the Atlanta area (1993-1997). Prior to coming to Atlanta, Chandler was a Senior Planner in GSA's National Capital Region (1989-2003), responsible for approximately 22 million square feet of Federal space, including the Department of Justice, Department of the Treasury and elements of the Navy Department. Prior to Federal service, Chandler was an analyst for the firm Ernest & Whinney, where he developed feasibility and cost-effectiveness analyses for large-scale public investment projects.

Chandler′s first task at CDC was to coordinate what has evolved into the $1.6 billion 2000-2009 Master Plan. To date, 17 buildings have been delivered - seven of them lab/lab support buildings - with an additional two buildings under design or construction. Three of these buildings are LEED certified - two Gold LEED and one Silver LEED - and several have received design or construction excellence awards.

Chandler earned his Bachelors degree from the University of Mississippi, a Master of Regional Planning and a Master of Public Administration from the University of North Carolina at Chapel Hill.
