Second Amendment Rights

A well regulated Militia, being necessary to the security of a free State,
the right of the people to keep and bear Arms, shall not be infringed.

Democracy and freedom are cornerstones of our unique American heritage, and we must remain vigilant to ensure that our rights are protected.  I firmly believe the plain language of this amendment guarantees the right of law-abiding citizens to keep and bear arms. 

Many citizens choose to own a firearm for a variety of reasons, including for sport, collections or protection.  In my view, any or all of these are good reasons.  Efforts to fight crime should be directed at punishing the criminals, instead of infringing on the rights of law-abiding citizens.

Recent Legislation

Since the 111th Congress convened in January, I have co-sponsored several pieces of legislation that would protect the rights of gun-owning citizens nationwide. 

  • H.R. 197, the National Right-to-Carry Reciprocity Act.  The Act would authorize a person who has a valid permit to carry a concealed firearm in one State to carry a concealed firearm in another State.
  • H.R. 1074, the Firearms Interstate Commerce Reform Act.  This legislation would remove several antiquated laws on the interstate firearms business and would allow licensed firearms importers, manufacturers, dealers, or collectors (licensees) to sell or deliver any firearm to a resident of another State, providing the dealer and buyer comply with the laws in both States.
  • H.R. 442, the Veterans’ Heritage Firearms Act. This legislation would give veterans and their family members ninety days to register any firearm acquired before October 31, 1968, by a veteran while he or she was a member of the Armed Forces stationed outside the continental United States.  

In addition to my support of pro-Second Amendment legislation, I am a lifelong member of the NRA with an “A” rating. I am fully committed to protecting our Second Amendment rights and will continue to oppose any legislation that seeks to restrict those rights for law-abiding citizens and sportsmen.  As the 111th Congress progresses, I will continue supporting legislation that protects the rights of gun owners in the Commonwealth and across the nation.
