Crowley is Fighting for Safety and our First Responders
- Sponsored legislation to ensure that those on the front lines of high-risk areas targeted by terrorists, such as New York, have the resources they desperately need to protect their citizens.
- Has continued to research programs, such as the statewide wireless network, that would provide the direct communications ability first responders need to keep New Yorkers as safe as possible.
- Continues to be a strong supporter of investing more in programs that adequately equip our first responders.
- Has been a leader in helping to establish and fund the Assistance to Firefighters Grant Program and the SAFER Program, which help our local fire departments buy equipment and provide adequate training for our first responders.

Crowley Created the Urban Area Security Initiative (UASI)
- Created the Urban Area Security Initiative (UASI) in 2003, which is, and remains, the only homeland security program dedicated solely to those areas at greatest risk of threat, based on vulnerability and population.
- In 2008, UASI delivered more than $250 million for New York State, including $144 million for the New York City Urban Area, which will go to first responders and communities to better prepare for and respond to terrorist attacks, natural disasters, and other emergencies.
- UASI has delivered over $800 million to New York City in new anti-terror funding since 2003.
- Joe successfully led the charge to increase funding for the UASI program nationwide by $50 million from 2007 amounts, in order to ensure more funding for NYC and every targeted area in the country.
Crowley is Ensuring Our Continued Security
- In July 2007, passed into law legislation strengthening the system by which foreign investment in businesses in the United States is vetted for security concerns, in response to 2006 revelations that a Dubai-owned company had been approved to take over operation of U.S. ports with only weak review.
- Worked for passage of legislation to implement the 9/11 Commission’s recommendations, including distributing federal anti-terror funding according to risk. The recommendations became law in August 2007.
- Supports new federal investment to increase protections at our ports and borders.
