Iran Naval Diplomacy Resolution

In April, Congressman Geoff Davis and Congressman John Conyers, Jr. (D-MI), Chairman of the House Committee on the Judiciary, introduced House Concurrent Resolution 94, a bipartisan resolution that calls for the negotiation of a naval communication protocol agreement between the United States military and Iran, governing the interaction of U.S. and Iranian vessels in the Strait of Hormuz.

Each day, an average of fifteen tankers carrying between sixteen and seventeen million barrels of crude oil pass through the Strait of Hormuz, making these waters one of the world’s most strategically important oil chokepoints. The traffic that passes through the Strait comprises twenty percent of global oil and ninety percent of the oil exported by Persian Gulf producers. A naval conflict in the Strait would have dire consequences for the world’s oil supply and the international economy.

For Geoff, there is no higher priority than protecting the lives and safety of our service men and women. The Davis-Conyers resolution will enhance the safety of American sailors, if acted on by the Department of Defense, through negotiation of a military-to-military ‘Incidents at Sea’ agreement between the United States and Iran.
