FY 2010 Appropriations Requests

Brief Overview

Federal appropriations requests – commonly known as “earmarks” – fund important initiatives and programs that may never receive funding through the President’s budget proposal. While they are requested for specific projects, their responsible use can have widespread benefits for our communities, our state, and the nation. This is an extremely laborious process as each appropriations subcommittee has its own rules and requirements on how projects must be submitted.

The federal appropriations process involves 12 separate bills that must be enacted each year to fund the activities of the federal government. I have requested specific projects for 11 of the 12 bills. My requests focus on research (i.e., agriculture, energy, oceans); infrastructure development (transportation, housing, agricultural water, wastewater, harbors, flood control); resource protection (endangered species, environmental restoration); health; and education. I believe each of these projects has an intrinsic value; in addition, many will help provide jobs and improve the infrastructure on which our economy depends.

In compliance with new House Appropriations Committee rules and in order to make this process as transparent as possible, I am posting all of my appropriation requests on this website. On this list, you will see a few requests made on behalf of private, mostly high-tech, companies. These requests have been made with the most careful consideration and scrutiny. Even if these projects are funded, they will be subjected to a competitive bidding process by the administration, and as a result may not ultimately go to the company listed as a recipient in my request. I am including these because of my desire to support new industries and high technology businesses in Hawaii.

Not all of my requests will be funded. The various House Appropriation Subcommittees ultimately decide which projects receive funding.

Below is the list of projects I submitted for fiscal year 2010.


Agriculture

Agricultural Development and Resource Conservation (HI) ($1,400,000)
The requested funding would be used to stimulate agricultural development in Hawaii by providing training, management, and funding assistance through Hawaii's four RC&Ds to effectively utilize the resources released by the closure of sugarcane and plantation agriculture.

Agricultural Development in the American Pacific ($750,000)
The requested funding would be used for research and outreach programs to support sustainable agriculture development in Hawaii and the U.S. Pacific territories.

Agriculture Diversification in Hawaii/Tropical Fruit Industry ($200,000)
The requested funding would be used to provide scientific and outreach support services to the Hawaiian tropical specialty fruit industry.

Alaska Native-serving and Native Hawaiian-serving Education Grants ($3,200,000)
The authorized funding provides noncompetitive grants to individual eligible institutions in Alaska and Hawaii.

APHIS Interline Inspections in Hawaii ($3,000,000)
The requested funding would be used to provide the authorized level of funding needed to conduct inspection of  outbound passengers in order to meet federal quarantine requirements.

APHIS Wildlife Services in Hawaii/Brown Tree Snake Control ($2,000,000)
The requested funding would be used to support Wildlife Services operations in Hawaii and Guam, particularly focusing on preventing the Brown Tree Snake from entering Hawaii.

Biocontrol Containment and Research Facility ($500,000)
The requested funding would be used to plan and design a new biocontrol containment and research facility to address the urgent problem of harmful alien species in Hawaii.

Floriculture in Hawaii ($500,000)
The requested funding would be used for industry-directed research to enhance the competitiveness of the floriculture industry in Hawaii.

Fruit Fly Rearing Facility Design and EIS Preparation ($3,000,000)
The requested funding would be used to complete design and prepare an environmental impact statement for a fruit fly rearing and sterilization facility in Hawaii.

Geographically Disadvantaged Farmers and Ranchers ($15,000,000)
The requested funding would be used to assist geographically disadvantaged farmers in Hawaii, Alaska, and the Caribbean and Pacific Island Basin to be competitive in interstate and foreign commerce.

Hawaii Plant Materials Center, Molokai and Kahoolawe ($200,000)
The requested funding would be used to provide technical assistance and native plant seeds for the restoration of the former military target island of Kahoolawe.

Honeybee Protection/Varroa Mite Containment Program ($1,800,000)
The requested funding would be used to suppress the varroa mite on the island of Oahu, eradicate populations on the island of Hawaii, and prevent its spread to the other Hawaiian islands.

Ka`u Agricultural Water Cooperative District Plan ($300,000)
The requested funding would be used to assist the Ka`u Agricultural Water Cooperative District in rehabilitating the Ka`u irrigation system.

Kauai Waste Disposal Improvements ($9,000,000)
The requested funding would be used to assist the County of Kauai in expanding its only sanitary landfill.

Kula Stormwater Reclamation Study ($100,000)
The requested funding would be used for preparation of a planning and engineering study for stormwater reclamation to create an agricultural water collection and distribution system.

Lahaina Watershed, island of Maui ($3,700,000)
The requested funding would be used to provide flood protection to residential and commercial lands in the southern part of Lahaina and to reduce the amount of sediment entering nearshore waters.

Lower Hamakua Ditch Watershed, island of Hawaii ($1,500,000)
The requested funding would be used to ensure and improve the agricultural water supply to small farmers and ranchers along the Hamakua Coast of the island of Hawaii.

Minor Crop Pest Control in Hawaii ($222,000)
The requested funding would be used for research on economically and environmentally friendly pest and disease management strategies for Hawaii's economically important crops that are classified as minor crops.

Multi-Agency Joint Use Inspection Facility at Honolulu Airport ($500,000)
The requested funding would be for planning and design of a joint state-federal agricultural inspection facility.

National Tropical Botanical Garden, Hawaii and Florida ($500,000)
The requested funding would be used to support research and education activities at this federally chartered institution.

Nontoxic Fruit Fly Control (HI) ($180,000)
The requested funding would be used to develop and evaluate nontoxic, environmentally suitable, and publicly acceptable technologies and processes for fruit fly control.

Pacific Basin Agricultural Research Center Staffing ($700,000)
The requested funding would be used to support the Center's plans to add two new scientist positions in organic/sustainable agriculture and value-added/biofuels production.

Pacific Basin Agriculture Research Center Construction ($15,509,000)
The requested funding would be used to complete construction of this ARS facility.

Papaya Ringspot Virus ($233,000)
The requested funding would be used to support cooperative research  by USDA's ARS Pacific Basin Agricultural Center in Hilo, Hawaii and the University of Hawaii's College of Agricultural Research and Human resources for pest and disease control on papaya.

Prevention and Control of Invasive Termite Species in Hawaii ($200,000)
The requested funding would be used to assess and improve methods of termite control in Hawaii and the Pacific region.

Tropical and Subtropical Research (T-Star) ($10,000,000)
The requested funding would be used for tropical and subtropical research in the Pacific and Caribbean Basin.

Tropical Aquaculture Feeds Research ($1,438,000)
The requested funding would be used to facilitate expansion of the U.S. aquaculture and aquatic feeds industries and to assist suppliers and processors of agricultural byproducts and feed ingredients.

U.S. Marine Shrimp Consortium (Shrimp Aquaculture) ($4,200,000)
The requested funding would be used to improve the commercial potential of existing and pending farm start-ups and help guarantee the future of domestic shrimp production.

Upcountry Maui Watershed, Maui ($2,375,000)
The requested funding would be used to increase the availability and reliability or irrigation water in the Upper Kula area of the island of Maui.

Wailuku-Alenaio Watershed, island of Hawaii ($250,000)
The requested funding would be used to reduce the risk of damage due to flooding in the city of Hilo.

Waimanalo Watershed, Oahu ($200,000)
The requested funding would be used to increase the availability  and reliability of irrigation water in the Waimanalo Valley.

Watershed Planning Program ($500,000)
The requested funding would be used to provide additional staff needed to address the high demand for watershed improvement and conservation projects in Hawaii.

Commerce, Justice, and Science

Coalition for a Drug-Free Lanai ($25,000)
The Coalition for a Drug-Free Lanai will use the funds to support its Youth Mentoring Program, an evidence-based program to prevent or decrease the use of alcohol, tobacco, or other drugs by at-risk youth on the island of Lanai.

Ecosystem-based Management of Tropical Marine Reserves in the Pacific Region ($2,250,000)
The requested funding would support research efforts in the Papahanaumokuakea Marine National Monument.

Hawaii Fisheries Development Program ($750,000)
The requested funding would be used to assist in development of new information and technologies for both fishery management and marine aquaculture development in Hawaii and throughout the United States.

Hawaii Integrated Justice Information Sharing Program ($1,500,000)
This program will enable real-time, secure information sharing among justice and public safety agencies at various levels of government. The Hawaii Criminal Justice Data Center, an agency of the Hawaii State Department of the Attorney General, will be responsible for management of this program.

Hawaiian Monk Seal Recovery Plan Implementation ($5,700,000)
The requested funding would be used to implement the Hawaiian Monk Seal Recovery Plan.

Human Rights Alliance - Center for Comprehensive Justice ($500,000)
This project, led by the Hawaii Immigrant Justice Center, would provide comprehensive legal, medical and psychological care, and social services to Hawaii's newcomers.

Imiloa - Mauna Kea Astronomy Education Center ($1,500,000)
Imiloa serves to unite efforts to advance knowledge of Hawaiian culture and astronomy, deepen understanding and respect of both, and thereby create opportunities for generations of young people.

Ka Wili Pu Project for Maui's At-Risk Youth ($500,000)
This project, spearheaded by Maui Economic Opportunity (MEO) in partnership with the Hawaii State Department of Education, will offer Maui youth a comprehensive package of services, including mentoring, service learning, and life and career skills training. 

Kauai County Law Enforcement Technology Improvements ($975,000)
This project would support upgrades to Kauai County’s radio system. 

Kauai County Substance Abuse Prevention Initiative ($150,000)
The purpose of this initiative is to educate and support Kauai’s families in order to significantly reduce problem behaviors, delinquency, and alcohol and drug abuse in children as well as improve social competencies and school performance.

National Center for State Courts ($2,000,000)
This project will provide training, education, research, and technical support to all state court systems in the United States.

Project NIU: Nature Imparts Understanding ($500,000)
The requested funding would allow expansion of the hands-on science program to reach more students and more schools.

Protected Species Habitat Restoration at Kure Atoll ($600,000)
The requested funding would be used to restore critical habitat for numerous protected species on Kure Atoll in the Papahanaumokuakea Marine National Monument.

Sexual Assault Response Services, YWCA of Hawaii Island and YWCA of Kauai ($400,000)
The requested funding would be split evenly between the YWCA of Hawaii Island and the YWCA of Kauai to help both organizations meet the needs of their respective communities.

State of Hawaii National Estuarine Research Reserve ($100,000)
The requested funding would be used to initiate the process for establishment of a National Estuarine Research Reserve in Hawaii.

Zero to Three Court Teams ($300,000)
This project would support a multidisciplinary court team in Hawaii to raise awareness, increase knowledge and skills, and change practices regarding the needs of maltreated infants and toddlers and their families involved in the child welfare system.

Compact Wave Energy Harvesting Device ($2,000,000)
Trex Enterprises, a diversified high-technology company, will advance a compact wave energy harvesting prototype to fieldable devices of up to 1,000 watt capability.

Hawaii Microalgae Biofuel Project ($4,400,000)
This project would support the demonstration of JP-8 production from biofuel feedstock on a large scale.

Lasercomm Link for EOD Robot Operations ($4,000,000)
NovaSol, a science and engineering firm specializing in optical communications, will provide a wireless communications link that is immune to jamming and safe to use in the presence of explosive materials to control Explosive Ordnance Disposal (EOD) robots in order to accomplish their mission and minimize risk to personnel.

Nanotechnology Engineering and Manufacturing Operations (NEMO) ($5,000,000)
Oceanit, a science and engineering company, is working in conjunction with the University of Hawaii, Florida State University, and Rice University to improve U.S. Navy Fleet readiness and reduce maintenance costs by introducing better protective paints, coatings, cables, threads, lubricants, and other materials through the incorporation of nanotechnology.

Pacific Island UXO Detection Using Air and Ground Methodologies ($2,500,000)
The University of Hawaii will explore state-of-the-art technologies to advance detection of underground unexploded ordnance (UXO).

Standoff Improvised Explosive Device Detection Program ($6,000,000)
This project will expedite research and development of a new generation of sensor technologies based on recent innovations in laser and spectroscopic interrogation techniques.

Underwater UXO/DMM Disposal Using High Pressure Waterjet Technology ($3,500,000)
Native Hawaiian Veterans will partner with Gradient Technology to demonstrate the demilitarization of munitions that have been recovered from Ordnance Reef off the coast of Oahu.

Wave Energy PowerBuoy Generating System ($4,000,000)
This project will demonstrate a renewable wave power system at Marine Corps Base Hawaii (MCBH) that will be connected to the electrical grid.

Anahola Watershed Area Flood Control, Kauai ($200,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the Anahola Watershed Area on the island of Kauai.

Biofuels Initiatives ($6,000,000)
Hawaii Agriculture Research Center (HARC), MELE Energy Group, and the Hawaii Natural Energy Institute (HNEI) will perform testing and evaluation of sweet sorghum biofeedstock varieties and establish a biorefinery pilot plant at HARC.

Development of High Yield Feedstock and Biomass Conversion Technology for Renewable Energy Production and Economic Development ($4,000,000)
This University of Hawaii project, conducted by the College of Tropical Agriculture and Human Resources and the Hawaii Natural Energy Institute, aims to increase Hawaii's energy self sufficiency by demonstrating the feasibility of commercial bioenergy production.

Hawaii Biotech Tissue Culture Center ($3,500,000)
The Hawaii Biotech Tissue Culture Center will complete research and development of a high-yielding jatropha curcas biodiesel feedstock and expand its laboratory in order to optimize production capability and begin full commercial production.

Hawaii Island Drainage Master Plan ($375,000)
The requested funding would be used to conduct the Hawaii Island Drainage Master Plan.

Hawaii Watershed Management - Waiahole Irrigation, Oahu ($2,000,000)
The requested funding would be used to allow the Hawaii Water Management Project to continue to bank funds to allow awarding a fully funded construction contract in FY2012 for the rehabilitation of the Waiahole public irrigation system.

Hawaii-New Mexico Sustainable Energy Security Partnership ($5,000,000)
New Mexico Tech and the Hawaii Natural Energy Institute (HNEI) will expand their collabrative program in order to integrate, demonstrate, and deploy distributed energy systems that make use of conventional and renewable technologies.

Hurricane/Typhoon Evacuation Studies ($1,000,000)
The requested funding would be used for continuation of hurricane evacuation studies to assist planners in all counties in the State of Hawaii and Pacific and Caribbean territories with planning for hurricane evacuation needs.

Iao Stream Flood Control, Maui ($250,000)
The requested funding would be used to complete the plans and specifications package and prepare the draft Project Cooperation Agreement for the Iao Stream Flood Control project on the island of Maui.

Inspection of Completed Works ($2,505,000)
The requested funding would be used to allow the Corps to inspect all flood damage reduction, coastal damage reduction, and Corps I-wall type levees in the State of Hawaii.

Kahuku Area Drainage, Oahu ($4,360,000)
The requested funding would be used to address local drainage/flood damage control opportunities at Kahuku High School and surrounding areas on the island of Oahu.

Kahului Harbor Modifications, Maui ($100,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists in participating in a cost-shared feasibility study for modifications to Kahului Harbor on the island of Maui.

Kaluanui Flood Study, Oahu ($100,000)
The requeted funding would be used to conduct a flood plain study of the Kaluanui Stream area on the island of Oahu.

Kauai County Sustainable Energy Initiative ($1,250,000)
This project would support the expanded use of energy efficiency and renewable energy technologies for the County of Kauai, including related improvements to the wastewater treatment plant in Waimea and installation of a photovoltaic (PV) system at the Lihue Civic Center.

Kauai Drainage Master Plan ($150,000)
The requested funding would be used to conduct the Kauai Drainage Master Plan.

Kekaha/Waimea Watershed Area, Kauai ($200,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the Kekaha/Waimea Watershed on the island of Kauai.

Lanai Drainage Master Plan ($100,000)
The requested funding would be used to conduct the Lanai Drainage Master Plan.

Laupahoehoe Harbor Modifications, island of Hawaii ($500,000)
The requested funding would be used to conduct Preliminary Engineering Design activities, including engineering analyses, plan development, and initiation  of plans and specifications.

Maui Drainage Master Plan ($250,000)
The requested funding would be used to conduct the Maui Drainage Master Plan. 

Microalgae to Biofuel ($5,000,000)
Kai BioEnergy, an advanced bioenergy company, will deploy a microalgae-to-biofuel prototype commercial scale system in Hawaii.

Molokai Drainage Master Plan ($100,000)
The requested funding would be used to conduct the Molokai Drainage Master Plan.

Oahu Drainage Master Plan ($250,000)
The requested funding would be used to conduct the Oahu Drainage Master Plan.

Pacific Island Land Ocean Typhoon Experiment Program ($1,000,000)
The requested funding would be used for the Pacific Island Land Ocean Typhoon (PILOT) Experiment Program. 

Port Allen Harbor Modifications, Kauai ($100,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists in participating in a cost-shared feasibility study for modifications to Port Allen Harbor on the island of Kauai.

Project Condition Surveys, Hawaii ($570,000)
The requested funding would be used for management of the Honolulu District's dredging program as well as to conduct hydrographic condition surveys of scheduled harbors and inspection of 25 navigation projects with federal breakwater structures.

Rainfall Atlas of Hawaii ($100,000)
The requested funding would be used to update the Rainfall Atlas of Hawaii.

Renewable Energy Initiative for Lanai ($460,000)
Project funding would support the installation of a photovoltaic (PV) system at Lanai Community Hospital.

Renewable Energy/Disaster Backup System for American Red Cross, Hawaii State Chapter Headquarters ($238,000)
The American Red Cross in Hawaii provides critical services statewide. Its headquarters facility is used to train disaster volunteers; deliver immediate relief to disaster victims left destitute after a tragedy; offer lifesaving training, family caregiving and nurse aid training for the sick, elderly, and disabled; and provide emergency communication between military service members and their families in times of crisis. 

SE Oahu Regional Sediment Management Demonstration ($500,000)
The requested funding would be used to continue and complete the costal engineering investigations and computer modeling in Southeast Oahu to address the problem of shoreline erosion.

South Maui Watershed, Maui ($300,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists in a cost-shared feasibility study to implement watershed improvements to the South Maui Watershed on the island of Maui.

South Molokai Watershed, Molokai ($300,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the South Molokai Watershed on the island of Molokai

Surge and Wave Island Modeling Studies (SWIMS) ($1,000,000)
The requested funding would be used for continuing work on Surge and Wave Island Modeling Studies.

Testing of Polymeric Hydrogels for Radiation Decontamination ($2,000,000)
Cellular Bioengineering, Inc., a biotech firm, will continue the development of hydrogel testing application and Department of Energy review of the efficacy of polymeric hydrogels for radiation decontamination.

Upcountry Maui Watershed/Resevoir Project ($7,500,000)
The requested funding would be used for planning and design of a 300 million gallon resevoir at Piiholo, Maui.

Waiahole-Waikane Valley Flood Damage Reduction Project, Oahu ($100,000)
The requested funding would be used to initiate the Waiahole-Waikane Valley Flood Damage Reduction reconnaissance study and prepare the Feasibility Cost Sharing Agreement.

Waiakea-Palai Streams Flood Damage Reduction, Island of Hawaii ($300,000)
The requested funding would be used to initiate the Preliminary Engineering Design  phase of the Waiakea-Palai Streams Flood Damage Reduction project on the island of Hawaii.

Waialua-Kaiaka Watershed Area, Oahu ($300,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the Waialua-Kaiaka Watershed on the island of Oahu.

Waimanalo Wastewater Reuse Plan ($67,000)
The requeted funding would be used to complete the Waimanalo Wastewater Reuse Plan initiated in FY2009.

Waimea River Zone Flood Study, Kauai ($135,000)
The requested funding would be used to develop hydrologic and hydraulic models of the Waimea River on the island of Kauai.

Waiohuli Flood Study, Maui ($130,000)
The requested funding would be used to conduct a flood plain study of the Waiohuli area (Upcountry Maui) on the island of Maui.

West Maui Watershed, Maui ($100,000)
The requested funding would be used for initiation of the cost-shared feasibility study for the West Maui Watershed project on the island of Maui.

Financial Services

Entrepreneurship, Economics, and Employment Skills Training for Hawaii's Youth ($285,000)
The Hawaii Council on Economic Education (HCEE) will work with the Hawaii Department of Education, the Hawaii Department of Commerce and Consumer Affairs, and Island Insurance to expand and enhance the impact and availability of entrepreneurship, economic, and workforce education for young people in the State of Hawaii. 

Hispanic Economic Empowerment Project ($850,000)
Maui Economic Opportunity (MEO) will expand its economic empowerment services to serve more Hispanic residents on Maui, including job training, business skills and planning classes, entrepreneurship, core financial education, and microenterprise development. MEO is a community action agency with over 40 years of service to individuals on Maui and has worked with the Hispanic community for 18 years.

Kauai County Law Enforcement Technology Improvements ($975,000)
The requested funds would be used for the purchase of an interoperable telecommunications system, which is critical for first responders and a key component of local preparedness.

Pahala Community Emergency Shelter, island of Hawaii ($400,000)
For construction of a hurricane-resistant building for residents during a natural or man-made disaster.  The shelter would also serve as a distribution and communications center for first responders and relief workers.

Interior and Environment

Alala and Other Endangered Hawaiian Forest Bird Recovery ($1,500,000)
The requested funds will help continue crucial recovery activities for the alala or Hawaiian crow and three other highly endangered Hawaiian forest bird species (Maui parrotbill, puaiohi, and palila) in partnership with the Zoological Society of San Diego (San Diego Zoo) and the State of Hawaii.

Construction of the Research and Education Center for the Hawaii Experimental Tropical Forest, island of Hawaii ($2,500,000)
The requested funding would be used for construction of a Research and Education Center to achieve the potential of the recently established Hawaii Experimental Tropical Forest.

Hawaii Volcanoes National Park Acquisition of the Great Crack Property ($8,000,000)
The requested funding would be used for acquisition of the 1,950-acre Great Crack Property, authorized by P.L. 105-380.

Hawaii Watershed Partnerships ($1,000,000)
Funds will support implementation of the on-the-ground, locally driven habitat restoration and species protection work carried out by Hawaii's watershed partnerships.

Invasive Species in Hawaii ($1,850,000)
Funds will allow the Fish and Wildlife budget to continue its ongoing efforts to address invasive species issues in the State of Hawaii.

James Campbell National Wildlife Refuge, Island of Oahu ($7,400,000)
The requested funding would be used to complete acquisition of the remaining parcels (approximately 1,100 acres) on Oahu's northern shore to complete the James Campbell National Wildlife Refuge as a natural coastal dune and wetland ecosystem.

Kauai Water Infrastructure Improvements ($4,000,000)
The requested funding would be used for design and construction costs for expansion of the Waimea Wastewater Treatment Plant on the island of Kauai.

Kilauea Point Lighthouse Restoration, Kauai ($400,000)
The requested funds would go toward the cost of restoring Kilauea Point Lighthouse, which is part of the Kilauea Point Light Station National Historic Site.

Native Hawaiian Culture and Arts Program ($500,000)
The requested funding would be used to continue funding of NHCAP projects, which include educational programs, exhibits, publications and increased access to the Bishop Museum's vast cultural collections.

Palila Recovery Implementation, island of Hawaii ($7,000,000)
The requested funding would by used to fence habitat that is critical to the survival of the palila, an endangered Hawaiian Forest Bird.

PVT Landfill Environmental Study in Nanakuli, Oahu ($250,000)
The requested funding would be used to conduct and environmental study of PVT Landfill to assess health and safety impact of the landfill on the neighboring community and to propose possible mitigation strategies.

Alaska Native and Native Hawaiian Institutional Aid ($12,600,000)
The requested funds will be used to improve the academic quality, institutional management and fiscal stability of Native Hawaiian-serving Institutions of Higher Education.

The requested funds will help Best Buddies enhance the lives of children and adults with intellectual disabilities by providing opportunities for one-to-one friendships and integrated employment.

Center for Excellence for Asian and Pacific Islander Chronic Kidney Disease ($1,000,000)
The Center will work to compress morbidity and improve the quality of life for chronic kidney disease (CKD) patients through kidney screenings, patient education, professional CKD education, training, and surveillance.

Coalition for a Drug-Free Lanai ($25,000)
The Coaltion for a Drug-Free Lanai will used the funds to support its Youth Mentoring Program, an evidence-based program to prevent or decrease the use of alcohol, tobacco, and other drugs in at-risk youth on the island of Lanai.

E Ao Me Ke Aloha (To Learn with Aloha) ($100,000)
The requested funds will be used for Kupu, a nonprofit organization that operates four Hawaii Youth Conservation Corps (HYCC) programs throughout the state, for the E Ao Me Ke Aloha (To Learn With Aloha) program to engage elementary students in learning through hands-on

ECHO - Education through Cultural and Historical Organizations ($15,000,000)
The requested funds for this national project will be used to help increase the understanding of cultural diversity. 

Economic and Financial Literacy Initiative for Hawaii's Students ($285,000)
The requested funds will be used by the Hawaii Council on Economic Education for an Economic and Financial Literacy Initiative for Hawaii's students.

Hawaii Community College ($2,000,000)
Federal funds will be used to purchase equipment for science laboratories at both campuses and to purchase equipment for the culinary arts program at the new West Campus.

Hawaii Department of Education ($5,000,000)
The requested funds will help the Hawaii State Department of Education to provide assistance, through subgrants, to low-performing schools.

Hawaii Public Radio Music Education Program: Hawaii Makes Music! ($500,000)
The requested funds will be used for Hawaii Public Radio (HPR) to establish a new residency program.

Ike Aina: From the Seed to the Table ($60,000)
The requested funds will help Hooulu Lahui Inc., a 501(c)(3) educational nonprofit organization, to develop an integrated agricultural and culinary program that supports a healthy, sustainable lifestyle for middle and high school students and families in the Puna community.

Ka Wili Pu Project for Maui's At-Risk Youth ($500,000)
Ka Wili Pu means "the blend" in Hawaiian.  The Ka Wili Pu Project will blend existing at-risk youth support programs in the Hawaii Department of Education with Maui Economic Opportunity's YouthBank program.

Kauai County Substance Abuse Prevention Initiative($150,000)
The funding will be used to educate and support Kauai's families to significantly reduce problem behaviors, delinquency, and alcohol and drug abuse in children and improve social competencies and school performance.

Maui Memorial Medical Center, Health Professionals Training Initiative ($500,000)
The requested funds would be used to support health care workforce training, focusing on advanced clinical training for health care providers, specifically registered nurses, physicians, physician extenders, and rehabilitation specialists.

Native Hawaiian Education ($34,300,000)
The requested funds will be used for supplemental education services for Native Hawaiians, Hawaii's indigenous population, many of whom are underrepresented in higher education and perform below national norms on achievement tests of basic skills in reading, science, math,and social science.

Native Hawaiian Health Care ($14,200,000)
Established in 1988, the Native Hawaiian Health Care Act authorizes initiatives to promote disease prevention, provide health promotion activites, and increase the number of Native Hawaiians in the Health Professions.

North Shore Physical Therapy Initiative, Kauai ($42,000)
The requested funds will be used to purchase equipment for the North Shore Physical Therapy Initiative.

Ohana Ola Workforce Development Initiative ($850,000)
The requested funds will be used to establish a workforce development initiative that aims to provide job development skills for low- and moderate-income individuals through apprenticeships and classroom training to the Waianae Coast communities.

Project NIU: Nature Imparts Understanding ($500,000)
The requested funding would allow expansion of this hands-on science program to reach more students in more schools.

Sexual Assault Response Services, YWCA of Hawaii Island and YWCA of Kauai ($400,000)
This project would support the YWCA of Hawaii Island and the YWCA of Kauai's Sexual Assault Response Services. The requested funding would be split evenly by both organizations to help address the needs of their respective communities.

University of Hawaii at Hilo Drug Information Center of the Pacific ($1,500,000)
The requested funds will be used for the University of Hawaii at Hilo College of Pharmacy to establish Hawaii's first Drug Information Center

University of Hawaii Hilo: High Resolution Mass Spectrometer ($500,000)
This project proposes to acquire and install a High Resolution Mass Spectrometer (HRMS) system at the College of Pharmacy at the University of Hawaii at Hilo.

Waianae Coast Comprehensive Health Center Upgrades and Expansion ($1,000,000)
The requested funds would be used for facility upgrades and equipment purchases for the Waianae Coast Comprehensive Health Center.

This project would support construction of a channel at Ku Tree Dam and Reservoir, which will provide flood protection for the standard project flood peak discharge.

Drydock 2 Starboard Waterfront Facility, Pearl Harbor, Oahu ($13,550,000)
This project would provide adequate permanent waterfront facilities for production personnel working on ships that are undergoing major maintenance at the starboard portion of Drydock 2 at the Pearl Harbor Naval Shipyard.

Readiness Center (JFHQ-HIARNG), Oahu ($6,600,000)
This project would support design of a readiness center for the Joint Forces Headquarters - Hawaii Army National Guard (JFHQ-HIARNG).

Saddle Road, island of Hawaii ($10,000,000)
This project will support completion of Saddle Road, Mile Marker 35 to Mile Marker 42, in the vicinity of Pohakuloa Training Area.

Upgrade Wastewater System, Schofield Barracks, Oahu ($19,500,000)
This project would support construction of approximately 10,000 linear feet of new 36-inch diameter sewer pipe.

The East-West Center ($28,070,000)
Funding will allow for the continuation of existing activities and to enhance existing programs at the East-West Center.  The center will also be celebrating its 50th Anniversary in 2010, and $5 million of the requested funding will be used to support physical plant modernization efforts and programs to increase the center’s visibility, reach, and private base of financial support.

The requested funds will be used for continued Phase III construction of the Arc of Hilo's Employment Training Services and Client Support Services Community Center.

Helipad at Maui Memorial Medical Center ($775,000)
The requested funding would be for construction of an on-site helipad at Maui Memorial Medical Center.

Honolulu High Capacity Transit Corridor Project ($30,000,000)
The requested funding would be used for final design and engineering for a planned fixed guideway system along the highly congested 30-mile east-west corridor between Oahu's Second City of Kapolei and the University of Hawaii at Manoa.

Kapolei Interchange Complex, Oahu ($5,000,000)
The requested funding would be used for final design and construction for Phases 2-4 of the Kapolei Interchange Complex on the island of Oahu.

Kauai County Affordable Housing Initiative in Hawaii ($100,000)
The Kauai County Housing Agency plans to develop approximately 60 units of affordable rental apartments and an estimated 350 affordable units on seven parcels of land acquired from the State of Hawaii and a private owner. Additional funding will contribute to the development of affordable housing on Kauai.

Kauai County Land Transpotation Plan Implementation ($200,000)
The requested funding would be used to assist in implementation of the Kauai Land Transportation Plan.

Kaukamana Hale 25 Home Self-Help Building Project, Oahu ($100,000)
Funding to Habitat for Humanity Leeward Oahu (HFHLO) will support construction of Kaukamana Hale, a 25-home building project in Waianae, Oahu.

Maili Self-Help Housing Project, Oahu ($100,000)
The requested funding would be used to fund off-site infrastructure improvements for a subdivision in Maili, Oahu, including sidewalks, a bike path, and green space.

Maui Economic Opportunity Transportation Center Initiative ($1,200,000)
The requested funding would be used for design and construction of a transportation center to improve delivery of specialized transportation services for the elderly, disabled or disadvantaged persons, and youth.

Native Hawaiian Housing ($10,000,000)
The block grant is used to carry out affordable housing activities for Native Hawaiian families who are eligible to reside on Hawaiian Home Lands, which were established in trust by the United States in 1921 under the Hawaiian Homes Commission Act (HHCA).

Nawiliwili to Anahola Bike/Pedestrian Path, Kauai ($4,800,000)
The requested funding would be used for design and construction of the next portion of the Bike/Pedestrian Path between Ahukini and Lydgate Park.

Northern Leg of the Western Bypass Road, Kauai ($4,000,000)
The requested funding will be used for design, right-of-way acquisition, and initial construction of the Northern Leg of the Western Bypass Road on the island of Kauai.

Rural Bus Program for Maui, Kauai and Hawaii Counties ($4,000,000)
The requested funding would be used to provide capital funding to assist fast-growing bus transit programs on rural islands of Maui, Kauai and Hawaii to purchase buses, install bus stops, and make other public transit investments.
