Health Care


I believe medicine is not just a business and must be about providing quality care to those in need. 

We must encourage medical research because each new development holds the possibility of saving thousands, if not millions, of lives.  In particular, stem cell research provides a real opportunity to develop cures for debilitating diseases -- such as cancer, Parkinson's and diabetes.

As co-chair of the Senate Cancer Coalition, I have worked to increase funding for cancer research and develop a new strategy to achieve our goal of eliminating cancer death and suffering by 2015.

And I am committed to finding and enacting meaningful reforms to expand access to the health care system for the nearly seven million Californians without adequate heath insurance.  Among other things, we must develop a solution to maintain our vital entitlement programs, such as Medicare, Medicaid, and the State Children's Health Insurance Program.

Priorities

  • Enacting a new battle plan for cancer that reflects advances in prevention and treatment.
  • Increasing the number of stem cell lines available for federal funding.
  • Assisting California families with high cost health insurance.
  • Passing a federal ban on human reproductive cloning while protecting important medical research.
  • Providing the Secretary of Health and Human Services with the authority to negotiate prescription drug prices for Medicare seniors.
  • Allowing for the re-importation of qualified prescription drugs from registered and approved importers in Canada.
  • Increasing funding for biomedical research at the National Institutes of Health.
  • Improving the safety of online pharmacies by prohibiting the sale of controlled substances and prescription drugs over the internet without a valid prescription.

Accomplishments

  • Sponsored legislation creating the Breast Cancer Research Stamp, which was raised more than $52 million for breast cancer research programs.
  • Supported passage of the Medicare prescription drug program, and continue to work to ensure the program is compatible with the needs of all Medicare beneficiaries.
  • Strongly supported passage of the Stem Cell Research Enhancement Act of 2005.
