The Defense Spectrum Organization (DSO) is the center of excellence for electromagnetic spectrum analysis and the development of integrated spectrum plans and long-term strategies to address current and future needs for DoD spectrum access. DSO provides direct operational support to the Chairman of the Joint Chiefs of Staff, Combatant Commanders, Secretaries of Military Departments, and Directors of Defense Agencies to achieve national security and military objectives.

DSO ELEMENTS

  • Joint Spectrum Center (JSC)
    The JSC is a field office within the DSO, has leading experts in the areas of spectrum planning, electromagnetic environmental effects (E3), information systems, modeling and simulation, and operations to provide complete, spectrum-related services directly to the Chairman of the Joint Chiefs of Staff, Combatant Commanders (COCOM’s), Secretaries of the Military Departments (MILDEPS), and Director’s of Defense Agencies. JSC applies electromagnetic environmental databases and analysis tools to assist in both the acquisition and operation of DoD communications-electronics assets. JSC is a source of engineering expertise and services dedicated to ensuring effective use of the electromagnetic spectrum. JSC provides services such as spectrum-planning guidance, system integration, system vulnerability analysis, environmental analysis, test and measurement support, operational support and spectrum management software development. JSC provides support for spectrum planning, spectrum certification of new weapon and sensor system development, and training and operational support to the unified commands, military departments, and defense agencies.

  • Strategic Planning Office (SPO)
    The SPO is leading efforts to transform spectrum management to support future net-centric operations and warfare. The SPO develops comprehensive and integrated spectrum planning strategies for the DoD, to support National spectrum planning efforts as well as DoD requirements and acquisition processes. The SPO provides a proactive role to ensure the DoD is prepared to respond to international spectrum management issues and enhance the DoD’s global spectrum access. The SPO develops the DoD strategies, for presentation to spectrum bodies within international organizations (e.g., The International Telecommunication Union, regional bodies, and North Atlantic Treaty Organization). To promote the insertion of effective and efficient spectrum access technologies, key strategic alliances with Government, Industry, and Academia are formed with the SPO to maximize DoD spectrum utilization in order to meet mission requirements.
