Appropriations Request

Kula Stormwater Reclamation Study ($100,000)

The requested funding would be used for preparation of a planning and engineering study for stormwater reclamation to create an agricultural water collection and distribution system.

The tentative plan is to obtain water by stormwater collection and distribute it through a pipeline system to provide metered agricultural water to customers. The project was authorized in 2006 and is currently sponsored by the Olinda-Kula and Central Maui Soil and Water Conservation Districts.

This project is needed to provide agricultural water to producers subjected to frequent drought due to their location on the lee slope of Haleakala, Maui’s tallest mountain. The need is exacerbated by increased competition for existing domestic (potable) water supplies caused by expanded development. The goal of the project is to identify and evaluate alternatives to make agricultural water available during droughts by capturing and storing surface runoff during storm and high rainfall periods for later use by agricultural producers.

Why this is a good use of taxpayer dollars: This study will identify and evaluate alternatives to make agricultural water available during droughts by capturing and storing surface runoff during storm and high rainfall periods for later use by agricultural producers.
