TRANSITION TO DISA

1971-1976

In 1971, the major missions assigned to DCA included responsibility for the Minimum Essential Emergency Communications Network (MEECN) and the Military Satellite Communications System Office (MSCSO). During this time, Office of the Secretary Defense initiated a contract conversion to in-house capability resulting in an increase of 200 positions. These increases, however, were offset by: the disestablishment of the DCPG; reductions from manpower surveys; and OSD/Office of Management and Budget/Congressional reductions. By the end of 1975, DCA's end authorization was reduced to 3,200 positions.

1976-1980

Two significant missions were assigned to DCA between 1976 and 1980. They were the World Wide Military Command and Control Systems (WWMCCS) System Engineering effort and the responsibility for computerized activity of the National Operations Technical Coordination Center. The addition of these two missions, as well as personnel increases to the White House Communications Agency (WHCA), provided an additional 100 positions. This, however, was offset by Headquarter reviews and OSD/Congressional reductions which resulted in a loss of 200 positions. By 1980, DCA's end year authorization was for 3,100 positions.
