Ralph H. De Lorenzo
Office of Budget and Planning

Mr. Ralph De Lorenzo has been employed by the Department of Energy and its predecessor agencies, the Energy Research and Development Administration, and the Atomic Energy Commission since March 1970 and has 38 years of federal service. He reports to the Director in the Office of Science. He is responsible for formulation, presentation, defense and execution of the Office of Science budget that totaled about $3.6 billion in FY 2006.

Federal Career

He started his civilian federal career as a Federal Career Development Program intern in the Office of the Secretary to the Atomic Energy Commission. Upon completion of two years in the Secretariat and a year of long term training at the University of Maryland as part of the Federal Career Development program, he moved to the Office of the Controller in 1973 as a budget analyst responsible for the Reactor Development and Technology and Space Nuclear Systems programs. In 1977, he was selected to become the budget officer for the Geothermal Energy Program and later also assumed responsibility for the Electric Energy Efficiency and Energy Storage programs. In 1979, he was selected to become the budget officer for the Assistant Secretary for Environment programs and since 1981 he has been the budget officer for the Office of Science programs. From 1981 to 1989 he was the Acting Deputy Director of the Office of Energy Research Financial Management Division. He has been the Director of this division since 1989.  He received a Presidential Rank Award in 2003.

Education

He received a B.S. degree from the Pennsylvania State University in 1965 and a Master of Arts degree from Purdue University in 1967. He also attended the University of Maryland Graduate School. He is a member of several academic honorary fraternities, and served as a commissioned officer in the U.S. Army, including service in Vietnam.

Mr. De Lorenzo is married and has two sons. He resides in Darnestown, Maryland.
