KANSAS EDUCATORS TO MEET MARCH 12-13
TO CONSIDER NEEDS OF ENGLISH LEARNERS

(Hays, Kansas) Educators who work with newcomers
who speak Spanish, Vietnamese, Korean, Lao and
Cantonese, as well as 100+ other languages, will
gather at the 21st annual spring conference of the
Kansas Association of Teachers of English to Speakers
of Other Languages (KATESOL) on March 12-13, 2004,
in Hays, Kansas. The theme of the conference is
"Advocating for Language Learners in the Era of
No Child Left Behind." At the opening session, on
Friday evening, March 12, to be held in the
Beach-Schmidt Performing Arts Center at Fort Hays
State University, admission will be free and open to
the general public as well as conference participants.

The audience at Friday's event will be entertained by
international students from the Hays Language
Institute, then
welcomed by Dr. Edward Hammond, President of Fort Hays

State University. An opening plenary will be given by
Dr.
Andy Tompkins, Kansas Commissioner of Education,
who will report on how the state's 21,000+ English
language learners are performing, based on the latest
data from state assessments. The other Friday plenary
will be given by Dr. Stephen Krashen, Professor
Emeritus
at the University of Southern California, who is an
outspoken critic of No Child Left Behind, phonics
instruction and English-only initiatives. Dr. Krashen
revolutionized the field of ESOL in the 1980s when he
spearheaded a trend away from grammar-based teaching
and towards a content-based, "natural approach."

KATESOL is the Kansas affiliate for the international
Teachers of English
to Speakers of Other Languages (TESOL) organization,
as well as the
National Assocation of Bilingual Educators (NABE).
KATESOL/BE
President Chris Renner will preside over the spring
conference in
Hays. "We believe it is our obligation to inform and
support the
Kansas Department of Education in assuring that
assessment of
English language learners is not only valid and
reliable,"
said Renner, "but also guarantees equity for our ESOL
population."

"With the prescriptive and limited view of
intelligence put
forth in No Child Left Behind," said Renner in
explaining the
theme of the KATESOL Spring Conference, "Kansas school
districts need every tool they can use to ensure that
their
schools are not destroyed by this law."

On Saturday, March 13, conference participants will
get down
to the serious business of sharing ideas and learning
new strategies
for helping students from Pre-K to college-age and
adults to acquire
English language skills for success in American
schools and society.

Keynote speakers for Saturday include Joy Reid, author
of composition textbooks for college ESOL and new
research on learning styles; Jacqueline Boyd,
coordinator
of pre-service teaching in the School of Education at
Haskell
Indian Nations University; Bill VanPatten, author of
Spanish
language learning textbooks and video series, as well
as
textbooks on instructional strategies which enhance
second language acquisition; and Rebecca Kopriva,
director of the Center for the Study of Assessment
Validity and Evaluation at the University of Maryland.
Dr. Kopriva will teach a three-hour, Saturday morning,

keynote and workshop on assessment of English language

learners (ELLs).

Lupe Martinez, of Metro State College of Denver, will
facilitate a noon-time panel on the conference theme,
"Advocating for Language Learners in the Era of No
Child Left Behind," with the participation of nearly
every keynote speaker, in the Fort Hays State
University
Ballroom.

Ana Garcia Neilman and Lorena Amaya Dickerson,
Education Program Specialists with the Office of
English Language
Acquisition, U.S. Department of Education, will hold
two
informal question-answer Saturday sessions to help
Kansas educators understand the details of "No Child
Left Behind," the Elementary and Secondary Education
Act reauthorized by Congress in 2002, and the
requirements
of Adequate Yearly Progress (AYP) which schools and
teachers are grappling with under this new law.

Another important Saturday session will be the 2nd
Annual Roundtable of ESOL Program Directors, where
teacher educators will discuss the training which
licensed
Kansas P-12 teachers undergo to earn the State of
Kansas ESOL
endorsement, a 15-18 credit hour program which
includes courses
in linguistics, cultural diversity, ESOL methodology
and ESOL
assessment. Confirmed participants in this roundtable
discussion are: Dr. Socorro Herrera, Kansas State
University;
Dr. Art Hoernicke, Fort Hays State University; Dr.
Paul Markham,
University of Kansas; Heather Morrison, Neuman
University; Dr. Abdelilah
Sehlaoui, Emporia State University; Dr. Tatiana
Sildus, Pittsburg State University;
and Dr. Anh Tran, Wichita State University. Also
participating
in the panel discussion on ESOL endorsement programs
will
be Melanie Stuart, ESOL Education Program Consultant
with
the Kansas Department of Education. The Roundtable
will be
facilitated by Edith Palmberg, an ESOL teacher in the
Olathe,
Kansas, School District USD 233.
