There was a series called "Cliff Hangers" that I used several years ago.

Another query:

Does anyone know a book of short mysteries. What I mean "short" is mini,
quick mysteries. I'm looking for those where the readers are supposed to
track down a suspect, and the solution is on a separate page or in the
answer key page.

S. Holmes series are a bit long and Holmes solves the riddle.

I've found these short mysteries encourage my students to read with
interest. 

Any information?
