Written by Gail Spangenberg and Sarah Watson -- the publication reviews the developmental history of EFF and discusses its accomplishments, implementation, and work in progress. Some 16 experienced national, state, and local EFF users were interviewed for the publication. Their responses and the questions posed make up the main body of the new work. A Foreword to the publication notes that one of CAAL's founding purposes is to promote more effective policy, practice, and resource development at the state level. "In keeping with that broad purpose," the Foreword says, "this publication tells a remarkable story, about Equipped for the Future -- a singularly important resource developed by the National Institute for Lteracy that can be tremendously beneficial to states wanting to improve the effectiveness of their adult literacy services."
