The Virginia Adult Learning Resource Center, the Toolkit's publisher, has provided this information: Individuals and organizations inside Virginia can contact the Resource Center for a single free copy. The copy will come unbound and three-hole punched so that you can make additional copies if desired and put it in a binder.
