Summary of Responses to the NYEC Survey on Improving Outcomes for Disconnected Youth - Feb. 2009
In February 2008, the Government Accountability Office (GAO) conducted a review of 39 local workforce youth programs to examine the federal role in improving outcomes for disconnected youth and to identify any challenges involved in implementing and operating these programs. In response to GAO's recommendation, NYEC reached out to its membership to collect its input and to provide additional information from the field to USDOL. Building upon a set of US DOL focus group questions, NYEC surveyed and collected feedback from direct services providers, workforce investment boards and state agencies in our membership through online surveys and conference calls. - February 24, 2009

    Foundation Awards $69 Million in Initial Grants to Help More Young People Access and Complete a Postsecondary Degree

    The Bill & Melinda Gates Foundation today announced grants totaling $69 million to organizations working to improve college enrollment and completion rates in America. With the goal of getting more young people to and through college, the foundation aims to double the number of low-income students who earn a postsecondary degree or credential with genuine value in the workplace by age 26รข??an increase of approximately 250,000 graduates each year.

    In 2000, the U.S. Department of Labor Employment and Training Administration awarded grants to 36 communities to provide services including education, employment, support, and leadership development to youth ages 14 to 21 in high poverty areas.  The grants ranged from $3 million to $44 million over five years (2000 to 2005).  The objective of the Youth Opportunity Grants Initiative (YO) was to concentrate a sufficient level of funds in high poverty areas to improve the long-term educational and employment outcomes of youth living in these areas and to serve a high enough proportion of those youth to positively affect peer pressure.  The study concluded that YO succeeded in concentrating large amounts of resources in high poverty areas and reaching a large proportion of the youth in those areas.  The study also concluded that positive community-level impacts are achievable for communities such as those served by YO, especially with regard to educational outcomes. 2008
