Welcome to the Pennsylvania Office of Homeland Security homepage. This site offers a wide range of information and provides points of contact concerning Homeland Security as it relates to the overall security of the Commonwealth of Pennsylvania and its citizenry.

Our Goal for this website is simple - Clarification. We want to foster a clear understanding of the overall tenets of Homeland Security, what it means at the Federal level and how Governor Rendell organizes the Commonwealth departments/agencies to comply with Federal requirements while communicating his priorities and intent at the Commonwealth level. Most importantly, however, is what it means and how it relates to you, the Commonwealth citizen.

The Director of the Pennsylvania Office of Homeland Security reports to the Director of the Pennsylvania Emergency Management Agency (PEMA) in support of Emergency Preparedness activities, programs, and initiatives across the Commonwealth.

The Office is a separate, functioning entity from the U.S. Department of Homeland Security; it serves as the conduit/liaison between the Federal Department of Homeland Security and the Commonwealth departments/agencies.

The general mission of the Office is to support the Governor’s all-hazards approach toward Homeland Security and Emergency Preparedness. Specifically, the Director is responsible for setting security goals, identifying critical infrastructure & key resources, assessing risk, prioritizing critical infrastructure for funding, implementing protective programs, and measuring effectiveness - a dynamic and continuous cycle.

As defined by President Bush, all-hazards refers to incidents caused by terrorist attacks, major disasters, and other emergencies.
