The Commercial Services Management initiative tracks internal business process reengineering (BPR) efforts that agencies pursue to improve their commercial operations but that do not ordinarily involve public-private competition or the potential conversion of work from the government to the private sector as well as tracking competitive sourcing initiatives as pertains to Circular A-76.
