2007 March Funding Letter

For Public Housing Authorities (PHAs) administering the Housing Choice Voucher Programs:

• The January 2007 payment was based on the 2006 allocation. In other words the Department obligated 1/12 of the 2006 funding.
• The February and March 2007 HAP payments were based on the 2007 Continuing Resolution calculations provided in the projected funding letter from January 19, 2007.
• For clarification purposes from the March 2007 Notification of Funding letter, the funding received to date (January-February-March) does not represent one-fourth (1/4) of the PHAs’ 2007 calendar year allocation. This is because the Public Law 110-05 signed on February 15th told the Department to re-benchmark the baseline based on the latest twelve-month of validated data, while the Continuing Resolution kept the 2006 allocation levels based on what the PHAs were eligible to receive in 2006, adjusted for inflation.
• Until the Department publishes the 2007 Implementation Notice, please refer to the Notification of Funding originated by the FMC that will provide the assumptions utilized to fund the respective month.
