Facilitating Public Comment on the Title V MCH
Block Grant
Title V of the Social Security Act, the Maternal
and Child Health Services Block Grant, provides states
with significant flexibility in use of federal funds.
Balanced against this flexibility are mechanisms to promote
accountability, including state specific needs assessments,
plans, reports and performance measures. States evidence
their compliance with these and other Title V requirements
through annual submission of a combined application and
annual report due July 15.
Update on CSHCN SLAITS Survey
A recent MCH.COM webcast organized by the Division of
State and Community Health focused on an update of the
next CSHCN survey. This broadcast focused on an overview
of the survey which featured presentations by Marcie Cynamon,
Stephen Blumberg, Michael Kogan and Paul Newacheck. The
first CSHCN Survey, conducted five years ago, used a telephone
survey methodology known as State and Local Area Integrated
Telephone Survey (SLAITS). Ms. Cynamon and Dr. Blumberg
from the CDC's National Center for Health Statistics ,
provided an update on the developments and approach to
the second CSHCN Survey scheduled to commence in 2005.
The data from this survey provides each State with input
to five of the National Performance Measures reported
in the States Application/Annual Report.
The PowerPoint presentation contains a description of
the methodology to collect the data, proposed changes,
and an opportunity for States to have State specific measures,
if they so choose. The entire webcast is available for
viewing on the MCH webpage. This includes the presentation
of all the presenters along with the Powerpoint program.

Data from the Anne E. Casey Foundation’s 2006 KIDS
COUNT Data Book are now available in the online database,
“State Level Data Online,” that allows users
to generate custom graphs, maps, ranked lists, and state-by-state
profiles – or – to download the entire data

This new resource contains the latest state-level data on
demographics, health, and health policy, including health

can compare data for all states or look up an individual

Waivers are the result of a process that allows state Medicaid
agencies to apply for and receive permission from HCFA to
provide services not otherwise covered by Medicaid and/or
to do so in ways not described by the Social Security Act.
Most Medicaid managed care programs require Waivers. The
Waivers, which can differ greatly, are known by their numbers
(1115, 1119), or as home-and community-based, or as Katie
Beckett Waivers.

State Scorecard on Health System Performance
(Commonwealth Fund)
The Commonwealth Fund Commission on a High Performance Health System released the first-ever comprehensive comparison of health system performance in all 50 states. "Aiming Higher: Results from a State Scorecard on Health System Performance" ranks states on 32 performance indicators of access, quality, avoidable hospital use and costs, equity, and "healthy lives".
Data Resource Center for Child and Adolescent Health
(Child and Adolescent Health Measurement Initiative - CAHMI)
The Data Resource Center for Child and Adolescent Health provides online access to survey data that allows users to compare state, regional, and nationwide results – plus resources and personalized assistance for interpreting and reporting findings. User-friendly data is available from the National Survey of Childrens Health (2003) and the National Survey of Children with Special Health Care Needs (2001).
