H. Res. 316 – Rule providing for further consideration of H. Con. Res. 85 – Concurrent Resolution on the Budget for Fiscal Year 2010 (Rep. McGovernRules):  The structured rule provides for further consideration of H.Con.Res. 85.  The rule provides that the amendments made in order may be offered only in the order printed in the report from the Committee on Rules accompanying the resolution.  These amendments may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for 40 minutes each equally divided and controlled by the proponent and an opponent.
