Contract Laboratory Program (CLP)
The
Contract Laboratory Program (CLP) is a national program of commercial
contractor laboratories supporting the Environmental
Protection Agency's (EPA's) Superfund Program.
The CLP provides chemical analytical services using state-of-the-art technology for the ten EPA Regions. The program is structured to provide data of known and documented quality for use in supporting EPA enforcement actions or other user needs. To achieve this goal, the CLP has established strict quality assurance procedures and detailed documentation requirements.
The CLP is directed by the Analytical Services Branch (ASB) in the Office of Superfund Remediation and Technology Innovation (OSRTI) located in Washington, D.C. The OSRTI is part of the Office of Solid Waste and Emergency Response (OSWER). The ASB includes the Organic and Inorganic Program Coordinators and Administrative Project Officers (APOs) for the CLP laboratories, the Project Officer for the Contract Laboratory Analytical Services Support (CLASS) contract, the Project Officer for the Quality Assurance Technical Support (QATS) contract, the National Automated Data Processing (ADP) Manager, and the Quality Assurance Coordinator.
The ten EPA Regions are the primary clients of the CLP. Each Region has established a Regional Sample Control Center (RSCC) that schedules all Regional CLP analysis requests. The Regional Technical Project Officers (TPO) monitors the contract laboratories located in their Regions, under the guidance of ASB. The TPO is the sole Regional official who may contact the CLP laboratories. The RSCC coordinates the sampling efforts and serves as the central point of contact for sampling questions and problem resolution.
The Regional Site Manager is responsible for coordinating the development of data quality objectives and for overseeing project specific remedial contractors, state officials, or private parties conducting site sampling efforts.
