Ensuring the Safety and Security of our Nation’s Transportation Systems and other Critical Infrastructure
- Implement the 9/11 Commission recommendations and increase investment in transit, rail, aviation, highway, and port security;
- Federal Aviation Administration reauthorization (authorization expires in 2007);
- Amtrak reauthorization (expired in 2002);
- Coast Guard authorization (expired in 2006);
- Railroad Safety reauthorization (expired in 1998);
- Hazardous Materials Transportation reauthorization (expires in 2008);
- National Transportation Safety Board reauthorization (expires in 2008);
- Federal Emergency Management Agency’s (FEMA) emergency preparedness and response programs’ reauthorization, including the Emergency Management Performance Grants program, Emergency Management Assistance Compact Grants program, the Predisaster Mitigation program, the Urban Search and Rescue Response System, and the Metropolitan Medical Response Grant program (all of these programs’ authorizations expire in 2008);
- National Levee Safety program authorization; and
- Dam Rehabilitation and Repair Act authorization.

to Relieve Congestion, Ensure U.S. Competitiveness,
and Improve the Daily Lives of our Citizens
- Water Resources Development Act (WRDA);
- SAFETEA-LU Technical Corrections;
- Rail infrastructure investment, including high-speed and freight rail investment;
- Rail competition and Surface Transportation Board reauthorization (expired in 1998)
- Federal Maritime Commission reauthorization (expires in 2008);
- St. Lawrence Seaway Binational Authority;
- Economic Development Administration reauthorization (expires in 2008);
- Regional Economic Development Commissions reauthorization, including reauthorization of the Appalachian Regional Commission (expired in 2006); the Delta Regional Authority (expires in 2007); the Northern Great Plains Regional Authority (expires in 2007); and the Denali Regional Commission (expired in 2003);
- Authorization of the construction programs of the Kennedy Center (expires in 2007), Smithsonian Institution, and Architect of the Capitol.

Clean Water, Energy Independence, and Environmental Stewardship
- Addressing the impact of transportation and infrastructure systems on global climate change;
- Clean Water Act State Revolving Fund reauthorization (expired in 1994);
- Combined and Sanitary Sewer Overflow Control grants program reauthorization (expired in 2003);
- Prevention of Pollution from Ships (MARPOL Annex VI Implementation Act);
- Superfund reauthorization (expired in 1994);
- Brownfields Revitalization program reauthorization (expired in 2006);
- National Aquatic Invasive Species Act reauthorization (expired in 2002);
- Beaches Environmental Assessment and Coastal Health Act (BEACH Act) reauthorization (expired in 2005);
- Environmental Protection Agency (EPA) regional programs reauthorization, including Chesapeake Bay Restoration program (expired in 2005), Great Lakes program (expires in 2008), Alternative Water Source program (expired in 2004), and Clean Lakes program (expired in 2005); and
- Energy Efficiency Programs for Federal Buildings, U.S. Courthouses, the U.S. Capitol, and House and Senate Office Buildings.
