FY 2010 Project Requests for Chicago's 4th District

 

The following projects have requested support through FY 2010 Congressional appropriations. The deadline for appropriations submissions expired on February 20, 2009.   

   

Alivio Medical Center  -- $3,200,000

Funding would go towards construction costs of the new Alivio Medical Center facility in Cicero, IL, which would provide medical care and services for the uninsured.

 

Access Community Health Network -- $1,400,000

1501 S. California Ave, Chicago, IL 60608

The funding would provide career laddering for medical assistants that will give this group of employees a window into a four-year college degree, a nursing career, and advanced education when appropriate.  The long-term goal is to train and retain bi-lingual, bi-cultural nurses who will remain committed to community health.

 

Adler School of Professional Psychology -- $300,000

The funding would contribute to the expansion of community bi-lingual services that addresses disparities in the availability and use of mental health services among the African-American and Hispanic populations.

 

Center for Civic Education -- $35,000,000

The funding would be used for national programs authorized under the Education for Democracy Act that teach students the fundamental values and principles of American constitutional democracy.

 

Chicago Public Schools Marine Military Academy and Argonne National Laboratory -- $750,000

The Marine Military Academy has been designated as a Math and Science Academy.  Funding would allow the development of a forensics laboratory, the first of its kind in the Chicago Public Schools.

 

Children's Memorial Hospital -- $3,500,000

2300 Children's Plaza, Chicago, IL 60614

The funding would be used for the construction and equipment of a comprehensive cardiac unit.  This facility would be designed to diagnose and treat a broad range of complex heart conditions from infancy through young adulthood.


Columbia College Chicago -- $5,000,000

The Interactive Arts and Media team at Columbia College Chicago is currently working with the Army on the implementation of the High-Rise Evacuation Learning Platform (HELP). Building upon HELP, the Army has identified additional areas for Columbia College to assist in their training and readiness efforts. The Construct training program uses methods of movie and video game production to develop interactive simulations to train individuals to solve problems as a team, making the move from solo effort to teamwork involving knowledge and skills that can be developed systematically.

 

Columbia College Chicago -- $1,000,000

Columbia's capital needs are based on technology innovation and include a trio of broadband interconnects between its Motion Picture Center (MPC), a digital post-production station, and the research offices, laboratories and classrooms, along with software and servers to create a highly efficient and flexible research environment. Funds would be devoted to enabling the school to upgrade the digital connectivity across the Columbia College Chicago campus, and to acquire and configure the necessary technology to make this project feasible. The requested technology enhancements would enable the School of Media Arts to leverage the technological improvements of recent years, and take them to the next level and to a broader spectrum of students and faculty in the process, improving the discipline of education in the media arts.

 

Community Support Services -- $500,000

Funding would benefit the Family Support 360 project, a one-stop shop community center that serves Latino families who have a child with a developmental disability.

 

Girl Scouts of the USA -- $115,000

420 Fifth Avenue, New York, NY 10018

The funding would be used for VIVA Illinois: An Adult Volunteer/Hispanic Outreach Program.  This program states that it is beneficial because local Girl Scout councils understand the unique characteristics of the girls and communities they serve.

 

 

Greater Humboldt Park Community of Wellness -- $218,047

The program seeking funding is the Community Health Linkages that aims to improve health outcomes in Humboldt Park by addressing known community health disparities through community education.  Specifically, the project would address asthma, smoking and depression.

 

Illinois State University -- $500,000

Funding would support the Preparation and Pre-College Recruitment of Underserved Urban Youth program, which promotes post-secondary opportunities to underrepresented youth, enables them to attend college, and facilitates and expands teacher placement in urban settings. 

 

Illinois State University -- $500,000

Funding would support the Manufacture Your Future program; designed to create advanced manufacturing career opportunity awareness in K-12 students, and the teachers, counselors, and parents who support them.

 

Loyola University Chicago -- $368,000

The funding would allow Loyola University Chicago's School of Education to train 100 of its students to become academic coaches at area high schools.

 

Metra, Chicago, IL -- $20,000,000

547 W. Jackson Blvd., Chicago, IL 60661

Union Pacific Northwest Line (UP-NW) would use funding to provide for preliminary engineering to increase service, extend the McHenry branch north to a new station, add central train control signaling to the branch and build new efficient coach yards.


Metropolitan Water Reclamation District of Greater Chicago -- $25,000,000

The McCook and Thornton Reservoir projects are a key component of the Chicago Underflow Plan (CUP), the flood control element of the District's Tunnel and Reservoir Plan. In FY 2010, funding would be used to continue ongoing design and construction of the McCook Reservoir. This project would provide more than $130 million per year in benefits to over 3 million Illinois residents and once complete would protect over 1.3 million structures from flooding.

 

Multi-Systematic Therapy, Resurrection Health Care -- $210,000

The funding would be used for the continuation and expansion of the program that treats youth who are presenting behavioral problems.

 

Museum of Science and Industry -- $1,000,000

57th St. and Lake Shore Drive, Chicago, IL 60637

Funding would support a core program initiative of the Museum that will enable it to grow the number of participants in teacher professional development programs, deepen the learning experience, and create greater access to community services.

 

National Center for State Courts -- $2,000,000

The State Courts Improvement Initiative would assist knowledge information services, education and technical assistance, and national court initiatives and research.

 

National Council of Juvenile and Family Court Judges -- $4,000,000

Funding would continue to support the Model Courts project.  This project provides funding for approximately 17 staff to support work in Model Courts and in jurisdictions nationwide.

National Council of La Raza -- $5,000,000

The funding would provide development assistance and financing for affordable housing and community revitalization projects in primarily Hispanic neighborhoods.

 

National Latino Education Institute -- $900,000

The funding would provide technical assistance and workforce development to low-income individuals in the Chicago area.

 

Northwestern Memorial Hospital -- $3,000,000

251 East Huron St., Chicago, IL 60611

The funding would be used for the Diabetes Collaborative.  It would focus on the build-out of three ophthalmology suites with medical and eye equipment.  This would provide comprehensive preventative care in the form of ophthalmologic services, diabetes education and patient tracking of diabetic outcomes via an electronic health record.

 

Open Books -- $1,500,000

Funding would expand its signature literacy and books programs serving students of all ages in Chicago.  Open Books presents a proven model for addressing literacy concerns in the district and across the country.

 

Pace Suburban Bus, Chicago, IL, $960,000

550 W. Algonquin Rd., Arlington Heights, IL 60005

The funding would provide paratransit vehicles for disabled riders of Pace Chicago public transit.

 

Poder Learning Center -- $500,000

Poder Learning Center would use the funding to support and expand their ESL and IT workforce training program in response to the educational needs of the adult immigrant community in the Pilsen, Little Village, and surrounding area. 

 

Puerto Rican Cultural Center  -- $150,150

The funding would be used for an HIV/AIDS outreach and education program in the community.  This program provides services and preventative outreach with cultural competence to the Puerto Rican community. 

 

Reach Out and Read National Center -- $10,000,000

The funding would be used for a national program that promotes literacy and language development in infants and young children, targeting disadvantaged and poor children.

 

Reading Is Fundamental -- $28,000,000

1825 Connecticut Ave. NW, Washington, DC 20009

The Reading is Fundamental Inexpensive Book Distribution Program aims to enhance child literacy by providing millions of underserved children with free books for personal ownership and reading encouragement from more than 18,000 locations throughout the nation.

 

Robert Morris College -- $2,660,000

401 S. State St., #410, Chicago, IL 60605

The funding would be used to upgrade the college library facility and institute a new electronic library supported by a modern circulation component.  This will include touch screen electronic card catalogs, interactive smart boards for collaborative study and research, multiple LCD information screens showing updates on institutional information plus local, national and worldwide news feeds.

 

Roosevelt University School of Pharmacy -- $1,000,000

Roosevelt University is establishing a College of Pharmacy with a progressive curriculum that will produce pharmacists more rapidly and at a lower overall cost than traditional four-year programs. Roosevelt's pharmacy program would address not only the chronic shortage of pharmacists but the specific need for underrepresented populations to pursue a degree in pharmacy.

 

Seguin Services, $300,000

The Job Creation and Peer Mentorship Initiative would provide training and coaching for small business owners and employees.

 

SGA Youth & Family Services  -- $300,000

11 East Adams, Suite 1500, Chicago, IL 60603

The funding would support the Parachute program, which aims to serve at-risk youth, 10-17 years of age.  It operates after school, on holidays, and during summer breaks in six core areas: achieving academic success, character building and development of adaptive life skills, increasing parental involvement, promoting cultural and physical health and wellness, supporting positive adult mentor relationships, and promoting service learning and volunteerism.

 

SGA Youth & Family Services  -- $185,000

The funding would be used towards the Juvenile Justice Program.  It will provide prevention education, counseling, and case management services to discourage and rehabilitate at-risk youth.

 

St. Anthony Hospital  -- $1,100,000

The funding would be used for the construction of an operating suite and recovery room at St. Anthony Hospital, Chicago. Additional operating and surgical facilities are required to meet increasing demand, provide improved patient care and afford added patient privacy.

 

St. Mary's and Elizabeth Medical Center, Resurrection Health Care -- $400,000

The funding would be used for the purchase of digital mammography equipment to replace the inadequate and outdated equipment currently in use. 

 

St. Mary's and Elizabeth Medical Center, Resurrection Health Care  -- $295,000

Requested funding would support the expansion of the "We CANDO It" children's health program, a school initiative that includes an after-school mentoring program, summer camp, and parent education component. 

 

St. Mary's and Elizabeth Medical Center, Resurrection Health Care -- $275,000

The funding would support the Community Diabetic Program, which currently provides inpatient services, to provide outreach efforts to educate the community about diabetes and allow the center to include an outpatient program.

 

St. Procopius Elementary School -- $200,000

The funding would be used for a Community Technology Center, which would provide students and the school community with computers and software.  These resources and technical assistance would support teacher instruction and student learning in core subject areas.

 

Strategic Learning Initiatives -- $470,000

4615 29th Place NW, Washington, DC 20008          

Funding would be used develop the Early Childhood Initiative.  The program strives to deliver instructional services to parents of children aged 3 to 5 in low-income neighborhoods so that their children are prepared to learn from the first day of school.

 

Teach for America -- $25,000,000

315 W. 36th Street, New York, NY 10018

The purpose of the funding is for the recruitment, selection, placement and professional development of an estimated 8200 first- and second-year teachers in 39 low-income regions across the nation. These teachers would reach an estimated 525,000 underserved students.

 

The Chicago School of Professional Psychology -- $400,000

Erie Neighborhood House targets children of low-income children with moderate to severe emotional or behavioral difficulties.  Funding would provide case management, disabilities and speech services, observation and support of children in the classrooms, complete psychological evaluations, and counseling for parents and families.  

 

Westlake Hospital, Resurrection Health Care -- $165,000

Funds are requested to expand a community-based hospital program to register for the Illinois All Kids health insurance program.  The All Kids program provides the State's uninsured children with comprehensive healthcare including doctors visits, hospital stays, prescription drugs, vision care, dental care and medical devices.

 

US Soccer Foundation -- $1,000,000

1211 Connecticut Ave. NW, Suite 500, Washington, DC 20036

Funding would address the diabetes health crisis by supporting innovative soccer programs designed to promote healthy lifestyles in children.  The program would serve children in underserved communities with programs that combine soccer with diet and nutrition.
