Some Helpful Insights into the Upcoming
VPPPA Board of Directors Election Process

Each year, in conjunction with the VPPPA Annual National Conference, elections are held for VPPPA Board of Directors' positions whose terms are expiring. The positions open are:

• Vice-Chairperson
• Secretary
• Labor Representative from a site with a collective bargaining agent
• Director at Large (2 Positions available)

Each of the positions has a term of two years, beginning at the end of the above-mentioned 17th Annual National VPPPA Conference in 2001, and ending at the 19th Annual National VPPPA Conference in 2003.

To be elected or appointed to the VPPPA Board of Directors, a nominee must be a Corporate or Full Member of the Association in good standing. Associate, Agency, Honorary and Non-Profit Members are NOT eligible to run for office.

A nominee must also have management commitment, including attendance at meetings and financial support. Please refer to the nominations package below for more information on the qualifications, duties, responsibilities, and obligations of each position.

This year, for the first time, three individuals from DOE-VPP sites will be on the ballot. They are:

• Sharon C. Chivers, Industrial Safety/Voluntary Protection Program Manager, Bechtel BWXT Idaho, LLC, INEEL, Idaho Falls, ID: Candidate for Director at Large
• Kirkland L. Jones, Director, Environmental, Safety and Quality Assurance, DynMcDermott Petroleum Operations Company, Strategic Petroleum Reserve (SPR), New Orleans, LA: Candidate for Director at Large
• Jim Bears, Honeywell Federal Manufacturing & Technology: Candidate for Labor Representative from a site with a collective bargaining agent

Each DOE VPP site that is a Full Member of the VPPPA is allowed to cast two votes, one labor and one Management, for each of the open positions. So with five positions open, each DOE-VPP site can cast up to 10 votes.

All voting will take place at the actual conference in New Orleans. Given the heavy schedule of conference attendees, the VPPPA has set aside two separate time periods for voting. The first time period will be between 8 and 9:30 am, Aug 28. The second, and last opportunity to vote will take place later that day during the election luncheon (12 to 1:30 pm)

All voting will take place at the ‘Election Table', which will be set up near the conference registrations booth. To help expedite the election process, the VPPPA asks that all
full member organization attending the conferance notify them in advance who their management and labor voting representatives will be, and that the management and labor representatives from each site vote at the same time.

As Departmental administrators of the DOE VPP program, the Office of Regulatory Liaison plans to submit this input to VPPPA for all DOE VPP sites. To help facilitate our submission, all DOE VPP sites are requested to submit the name of their Management and labor voting representative no later then Aug 9, 2001. Submission can be sent via e-mail at DOEVPP@eh.doe.gov.

Once voting status is verified by VPPPA voting referees at the election table, (i.e., your organization is part of DOE-VPP and you are a full member of VPPPA), your representatives will be proved a ballot with the list of candidates.
