NRC INFORMATION NOTICE 98-17: | FEDERAL BUREAU OF INVESTIGATION'S (FBI) AWARENESS OF NATIONAL SECURITY ISSUES AND RESPONSE (ANSIR) PROGRAM |
Addressees:
All U.S. Nuclear Regulatory Commission (NRC) fuel cycle and power and non-power reactor licensees.
Purpose:
The NRC is issuing this information notice to advise addressees of the FBI's ANSIR Program and its availability to corporate security professionals. It is expected that recipients will review this information for applicability to their physical protection programs and consider participation in the program. However, suggestions contained in this information notice are not NRC requirements; no specific actions or written response is required.
Description of Circumstances:
The FBI's ANSIR Program was designed and established to develop a nationwide communications network among non-U.S. government security managers, corporate security professionals, law enforcement organizations, and others, on a variety of security-related issues. The ANSIR Coordinator in the local FBI field office is the primary point of contact for all information disseminated by this system. ANSIR provides unclassified information, via e-mail, to organizations that request to be placed on distribution and are approved by the FBI. For further information or to request participation in the ANSIR program, contact the ANSIR Coordinator at the closest FBI Field Office (Attachment 1).
Discussion:
Among its many threat assessment program activities, NRC participates in the FBI terrorist threat advisory and warning system. NRC also is a recipient of the FBI's ANSIR communications and will review them as part of NRC's ongoing threat assessment and evaluation program. It is expected that ANSIR communications will duplicate some of the information provided to NRC through the FBI terrorist threat advisory and warning system and other Intelligence Community communications.
Although the ANSIR program is available to security managers, NRC licensees are reminded that NRC will continue to review all threat-related information, and NRC will advise licensees, through NRC advisories, of actions that may be appropriate, based on NRC's and other agencies' assessments. Absent an NRC advisory, any licensee response to an ANSIR message to increase security above the licensee's normal level of security and commitments would be entirely voluntary. As in the past, licensees may contact NRC regional safeguards staff regarding threat-related matters at any time. Non-power reactor licensees should continue their contact with Headquarters staff.
