LANGEVIN VOTES TO BAN FLAG BURNING

House Passes Legislation to Amend Constitution;
Senate and 38 States Must Also Agree Before Amendment is Ratified

 

(Washington, D.C.)–Congressman Jim Langevin today voted in favor of legislation he co-sponsored that would provide Congress with the authority to prohibit the physical desecration of the flag of the United States.

"The stars and stripes have become a symbol of freedom for Americans and people around the world, whether flying outside of a home, or raised out of the rubble of the World Trade towers after the September 11 attacks,” said Congressman Jim Langevin.  “The American flag is a source of inspiration wherever it is displayed, and a symbol of hope to all nations struggling to build democracies and a better way of life for their people."

The legislation, which passed the House by the required two-thirds majority today, must also garner passage by two-thirds of the United States Senate.  An amendment to the Constitution does not require approval by the president, but must be ratified by three-fourths, or 38, of the state legislatures. The resolution provides a timetable of seven years for ratification by the states.

Langevin voted in favor of similar legislation during his first term in Congress.

"As a member of the House Armed Services Committee, I deeply admire those who have fought and died to preserve our freedoms in Iraq, Afghanistan, and around the world throughout our history," added Langevin.  “These men and women have bravely defended our flag and the fundamental principles for which it stands.  They deserve to know their government treasures the flag and all it represents as much as they do.”

Before being overturned by the Supreme Court in 1989, 48 states and the District of Columbia passed laws protecting the flag.
