WASHINGTON, D.C. – House Majority Whip James E. Clyburn today released the following statement regarding passage of H.R. 2082, the FY 2008 Intelligence Reauthorization Conference Report.
“Today, the House approved a bill that gives our intelligence community the tools they need to combat terrorist organizations and other entities that pose vital threats to our national security. This bill also unequivocally prohibits members of the United States intelligence community from torturing or inhumanely subjecting those in U.S. custody to the cruel and archaic practice known as waterboarding.
“H.R. 2082 extends to U.S. intelligence agencies and personnel the current prohibitions in the Army Field Manual against torture. This legislation also makes key investments in U.S. counter-terrorism efforts designed to specifically disrupt the operations of al-Qaeda and other terrorist organizations intent on doing our nation harm.
“It is absolutely essential that the President abandon his ill-conceived veto threats of this legislation and join Congress in supporting a bill that bans torture and strengthens our standing with our global partners in the war against terror.”
