Landholder RRA Forms

The RRA forms (certification, reporting, declaration, and other types) that landholders complete to identify their landholdings are available on the RRA website. The landholder RRA forms can be printed for manual completion, or they may be electronically completed using Adobe Acrobat Reader (version 5.0 or higher, a free download). When using Adobe Acrobat Reader software to electronically complete your RRA form, remember to print your electronically completed form before you exit the Reader software or your web browser because the Adobe Acrobat Reader software does not provide the capability to save your electronically completed form. In order to save an electronically completed form, you will need to have the complete Adobe Acrobat software package or the Acrobat Approval software.

Regardless of your software choice, at this time there is no electronic submittal of completed RRA forms. Completed RRA forms must be manually signed and manually submitted to the appropriate Reclamation office. If you encounter problems when downloading, filling, and/or printing the RRA forms, the Hints, Tips, and Troubleshooting page provides instructions for resolving the most common problems known to exist. Problems not addressed by the "Hints, Tips, and Troubleshooting" page should be directed to the appropriate software or hardware manufacturer.

The appropriate RRA forms must be submitted annually and/or when a landholding change occurs (see Fact Sheet 11 for further information regarding landholding changes). Definitions for the acreage limitation terms used in the RRA forms are located in Form 7-21INFO, 43 CFR part 426, and 43 CFR part 428.

Farm operators cannot use Form 7-21VERIFY.

The line-by-line instructions and form completed by landholders, part owners, beneficiaries, subsidiaries, and/or subdivisions that exceed the applicable nonfull-cost entitlement and must therefore identify owned or leased land parcels that will receive Reclamation irrigation water at the full-cost rate.

The line-by-line instructions and form completed by landholders, part owners, beneficiaries, subsidiaries, and/or subdivisions that exceed the applicable ownership entitlement and must therefore identify owned land parcels that will be considered excess land regardless of whether such land receives Reclamation irrigation water.
