Loans

The Loans section of USAspending.gov allows visitors to search for information about different federal loan categories, including Direct Loans and Guaranteed Loans. Navigation links on the left side of this page function as the main navigation interface for users. Currently, visitors can search three main categories: by loan recipient, by place of performance, and by major agency. Searches display both the Original Subsidy Cost and Face Value of the loan.

  • Original Subsidy Cost: Reflects the net present value of expected cash flows to and from the Government over the life of the guarantee, excluding administrative costs. Re-estimates are preformed to update the subsidy cost for actual performance and future expectations as long as there are loans outstanding.

  • Face Value: Reflects the full amount of the loan award to the recipient.

NEW! All the searches below can be limited to the funds provided by the American Recovery and Reinvestment Act by selecting the corresponding Business Fund Indicator from the advanced search pages. Reports that include spending for fiscal year 2009 can also be filtered to display only funds provided by the "Recovery Act" by clicking on the “Show only Recovery Act loans data” link found on the top right hand side of the page. You can switch back to the view that shows all spending information (includes both "Recovery Act" and non-"Recovery Act" funds) by clicking on the “Show all loans data” link.

Recipient searches can be performed by simply entering a search term such as company name or organization name in the cell and clicking go. The sidebar also provides quick tables for Top 100 Recipients per year, as well as award totals based on the state or congressional district location of the recipient (which may not necessarily be where the money was actually spent). The advanced search allows users to modify a simple name search with other factors such as amount of Original subsidy cost, Face value, type of recipient, etc.

Location searches allow users to find out how much money is being spent in a location. The sidebar permits quick searches by states. The advanced search uses counties, cities as well as other search modifiers.

Agency searches can be done by either selecting a major agency from the sidebar menu or by selecting a year total for an agency from the "Overview by Major Agency" table. Advanced search allows you to modify your search by changing factors such as the year, type of award, type of recipient, etc. The advanced search also allows you to search for sub-offices within major agencies and departments as well as minor agencies such as the Export-Import Bank of The United States.

Other searches include exploring federal loan spending based on the type of loan awarded to different types of recipients for each year. Also under the "Other" category, loans from specific programs within different federal agencies are available.

Federal loan is an authorized expenditure to a non-federal entity for a defined public or private purpose in which services are not rendered to the federal government. The data on federal loans comes from Federal agencies via the Federal Assistance Award Data System (FAADS). Federal loan award data is also derived by a modified FAADS PLUS format from Agencies. See http://www.census.gov/govs/www/faads.html.
