Aluminum Dross Research Project ONGOING
Region 5 and EPA’s Office of Research and Development in Cincinnati are partnering with the aluminum industry, waste industry, and the states of Ohio and Indiana on a research project focused on safe management of aluminum production wastes. State regulatory agencies and both industries have concerns about the management of secondary aluminum wastes, which are reacting with liquids and causing subsurface heating leading to elevated operating temperatures, fires, odors, engineered component failure and leachate releases at some municipal solid waste landfills. Objectives for the research include waste characterization, simulation of the reaction in landfills, application and evaluation of reagents to control fires and prevent the reaction, and field data collection. The goal of the project is to develop improved practices for management of secondary aluminum wastes which will prevent future operating problems in landfills as well as best practices for dealing with existing problems caused by the wastes.
Michigan-Canada Transboundary Waste: Michigan MSW Landfill Inspection COMPLETED
The Michigan Department of Environmental Quality (MDEQ) and U.S. EPA Region 5 (EPA) conducted a joint initiative in 2005 to monitor the disposal of Canadian and domestic MSW in eight landfills. The monitored landfills received almost all of the Canadian solid waste disposed of in Michigan landfills in 2005. Private contractor personnel characterized incoming waste and documented whether the inspected loads appeared to be in accordance with state and federal laws. A total of 246 weekly random inspections, which included 1,481 truckloads and 75,550 cubic yards of MSW were inspected at the eight landfills. EPA and MDEQ worked closely together on all phases of the planning, implementation and follow up from the inspections. Finally, outreach documents providing best management practices (including improved screening methods) have been developed to help generators, landfills and transfer stations further reduce occurrences of prohibited materials in the future. Warren Recycling Support and Management Practices to Prevent and Control Hydrogen Sulfide Gas Emissions at C&D Debris Landfills Which Dispose of Pulverized Gypsum Debris in Ohio COMPLETED
Region 5 Solid Waste Program completed its technical support for the time-critical removal action at the Warren Recycling C&D Landfill site. Specifically, the program assisted Superfund to develop a technical support document for Ohio EPA describing the lessons learned to prevent and control hydrogen sulfide gas emissions at C&D Debris landfills which dispose of pulverized gypsum debris in Ohio.
Compliance Management Practices at C&D Landfills in Indian Country ONGOING
Region 5 Solid Waste Program has completed a draft technical support document to help regulators, owners, & operators of Construction and Demolition landfills in Indian country comply with applicable federal solid waste requirements. The document is now undergoing review by our Tribal counterparts.
Region 5 Solid Waste Program is expanding its role Homeland Security, as it relates to waste management issues such as biological infectious waste, debris, and decon chemicals. This includes participation in training, exercises, response, outreach and coordination with all relevant stakeholders.
Region 5 Solid Waste Program in coordination with Office of Regional Counsel and hazardous waste program is providing technical support help Ohio and Indiana deal with disposal problems associated with Aluminum Dross or Salt Cake Fines at Municipal Solid Waste Landfills.
Research, Development and Demonstration (RD&D) Program Approvals ONGOING
On March 22, 2004 the U.S. EPA issued final regulations allowing Research, Development and Demonstration (RD&D) permits to be issued at certain municipal solid waste landfills (69 FR 13242, March 22, 2004). This provision may only be implemented by an approved State. While States are not required to seek approval for this new provision, those States that are interested in providing RD&D permits to municipal solid waste landfills must seek approval from EPA before issuing such permits. Region 5 has approved Minnesota (approval issued on 2/15/05), Michigan (approval issued on 8/30/06), Illinois (approval issued on 1/25/07), Indiana (approval issued on 11/10/05), and Wisconsin (approval issued on 3/21/06). Ohio has expressed an interest in the RD&D program and is expected to apply for approval in 2009. GRANT: Landfill Gas Training ($10,000 FY04) COMPLETED
In April, 2005, a three-day Landfill Gas Management Training Class was held for Illinois EPA inspectors on strategies for maximum landfill gas collection. The purpose of the training was to ensure that facilities are complying with gas collection requirements and to help the inspectors to identify problem sites and provide input on better gas collection. This knowledge will help to reduce gas migration beyond the landfill boundaries.

Illegal Dumping Prevention Project COMPLETED
The Region 5 Illegal Dumping Prevention Project was established to exchange information and establish partnerships to develop and implement strategies to combat illegal dumping. The overall goal of this effort was to add value to local efforts to prevent and mitigate illegal dumping. Useful resources include the Guidebook and the Illegal Dumping Economic Assessment (IDEA) model.
