Background

The Wisconsin Public Service Corp. site is located in Marinette, Wis.  The 4-acre former MGP plant is about 750 feet south of the Menominee River and about 1.5 miles upstream from the river mouth at Green Bay.  Boom Landing Park is between the river and the site. It's currently used as a boat launch facility operated by the city. 

WPSC owned and operated the gas plant from the 1910 to 1960 in an area that was historically industrial.  Processes included coal carbonization and carbureted water gas.  Currently, the site is owned by the city of Marinette and the property is occupied by the city's wastewater treatment plant.

March 2009

Plans for investigation of sediment, ground water and soil at six MGP sites began after a legal agreement called a consent order was signed between WPSC and EPA in May 2006. This agreement allows for further investigation of the Marinette site and will determine how much contamination is there. The agreement also includes five other MGP sites in Green Bay, Manitowoc, Oshkosh, Two Rivers, and Stevens Point, Wisconsin. A separate agreement for another site, WPSC Campmarina MGP in Sheboygan, was signed between WPSC and EPA in January 2007.

Two important documents pertaining to the site investigation will be finalized this summer and fall. The "completion report" summarizes all past cleanup work done under state programs. It also recommends additional work for areas not yet completed. The "remedial investigation work plan" will outline samples of sediment, ground water, and soil to be taken. In addition, it will detail a plan to determine the how much PAH contamination is at the site.

Under Wisconsin Department of Natural Resources oversight, various investigations had taken place from 1994 to 2002. In 2004, some limited contaminated soil removal occurred to accommodate the city's sewer modifications. Routine ground-water monitoring occurs annually.
