Instructions: This revises Appendix A (charter for USGS Investment Review Board) of Survey Manual (SM) Chapter 308.62, dated December 11, 2003. The Director signed the original charter for the Investment Review Board (IRB) on March 11, 2003. The Director signed the revised charter on December 29, 2003. Changes are in italics.

1. Purpose. This chapter documents the establishment of the IRB.

2. Background. On December 19, 2002, the Assistant Secretary for Policy, Management and Budget issued new departmental guidelines for Capital Planning and Investment Control (CPIC). Bureaus are expected to begin implementing these guidelines in developing and managing their respective capital investment portfolios, beginning with the fiscal year 2005 budget formulation process. Included in these guidelines is a requirement for bureaus to formally establish bureau-level IRBs in accordance with this new departmental guidance. Therefore, the bureau has expanded the existing USGS Information Technology Capital Asset Review Board’s responsibilities to include oversight for planning of capital investments in major facilities, as well as information technology. That board has been renamed the USGS IRB, which will have responsibility for the CPIC process for the bureau and will make recommendations to the Director on new and ongoing information technology and major facilities capital investments.

4. Procedures. Information on membership, tenure of members, schedule of meetings, minutes of meetings, recordkeeping, and voting is also included in the attached charter.

5. Termination Date. None.
