U.S. Geological Survey Instructional Memorandum
No. OFM 2001-02
Date: April 16, 2001
Subject: Mandatory Use of Travel Management Center
The Hotel and Motel Fire Safety Act requires that all persons traveling on official Federal government business use a travel management center to make their travel arrangements. The U.S. Geological Survey participated with the Department of the Interior (DOI) and contracted with Omega World Travel (Omega) as our travel management center. All common carrier (e.g. airline), rental car, and lodging reservations are to be made through Omega. The only exception to mandatory use of Omega is for lodging arrangements. These exceptions are:
- Pre-arranged lodging accommodations - such as a block of rooms for a conference
- Overseas lodging accommodations
- Lodging accommodations for unplanned travel
- Lodging accommodations at establishments exempted by the Hotel and Motel Fire Safety Act
Omega's service levels to date have been disappointing, and DOI is monitoring its performance. DOI requests that travelers and travel arrangers assist in the monitoring by accessing their website at www.doi.gov/pfm/travel.html to provide feedback on service.
