200.1 - Delegations

1. Purpose. The purpose of the 200 Series of the Survey Manual is to list the delegations of authority made by the Secretary to the Director and to record the redelegations of these authorities by the Director to other officials at various levels within the Bureau.

2. Policy. All delegations made by the Secretary to the Director, either directly or as the "head of a bureau," are listed in the 200 Series of this Manual. The Director's delegations that are not pertinent to current U.S. Geological Survey operations and those that the Director has not redelegated will be noted in Figure 1 to this chapter. All redelegations by the Director are published in this series. The Deputy Director is delegated all of the Director's authorities. The Chief, Office of Administrative Policy and Services is authorized to sign all Survey Manual chapters, including delegation chapters.

3. Scope. Part 200 prescribes general policy and procedures on delegations and redelegations. Part 205 lists and describes general delegations from the Secretary made on a functional basis to heads of bureaus, and redelegations of such authorities. Part 220 lists and describes special delegations made on an organizational basis specifically to the Director, and the redelegation of such authorities to bureau officials. These parts may also record redelegations of authority made by the Director of authorities inherent in his/her position and not otherwise formally delegated by the Secretary. The Manual does not record temporary delegations, issued by Secretarial Order, from the Secretary to the Director.

4. Limitations. The delegations made by the Secretary to the Director and any redelegation of such authorities have the following limitations:

A. Redelegation Level. A specific delegation may limit the level to which it may be redelegated.

B. Code of Federal Regulations Documents. Unless specifically mentioned in the delegation, no delegation includes the authority to publish documents in the "Code of Federal Regulations."

C. Legal Services. Delegations do not include the authority to perform the legal services related to the function delegated.

5. Redelegations. Instructions on redelegations (policy, limitations, procedures, etc.,) are published in Chapter 2 of this Part (SM 200.2).
