The Guam Department of Labor/AHRD is the recipient of a National Emergency Grant (NEG) for planning purposes.  Such funds enable GDOL/AHRD to initiate early community planning to ensure an effective Guam Workforce Investment System response to worker impact resulting from the closure and realignment actions of Base Realignment And Closure (BRAC) 2005 and to provide assistance for workers and spouses affected by BRAC 2005 final decisions.

Specific to Guam, NEG planning grant funds are allocated for a strategic assessment and evaluation of the present One-Stop Career Center (OSCC) operations and Guam Workforce Investment System programming for the purpose of aligning and delivering effective programs that meet the needs of those expected to be impacted by the BRAC 2005 decisions.
 
Secondly, funds are also utilized to develop a programmatic set-up checklist that critically evaluates the tactical assessment, recruitment/referral, training and exit (ARTE) initiatives of the OSCC and Guam Workforce Investment System.

A third goal is to assess the applicable eight (8) strategic goals outlined in the approved NEG BRAC Phase I Planning Grant proposal.  The eight goals are to:

  • Enhance One-Stop Career Center program delivery for employers, employees, and career strategies;
  • Develop a fully Integrated and innovative Workforce Reporting System;
  • Institute an effective Workforce Development and Job Training plan;
  • Adopt and integrate the proposed Workforce Learning Continuum as the guiding framework for the power of e3 (employment, education and economic development);
  • Increase economic opportunities for Guam residents;
  • Increase entrepreneurial education;
  • Support the development of a Life long Learning mindset, paradigm and culture; and
  • Develop an effective and supportive Governance structure for the Guam Workforce Investment System.
