PROGRAM OBJECTIVE

Worker's Compensation - An act to provide compensation for injury, disability or death to employees arising out of and in the course of their employment.

 

MISSION

To ensure prompt, accurate benefit payments and appropriate timely services to injured workers in order to facilitate their return to gainful employment at a reasonable cost to the employers.

 

WHAT IS THE WORKER'S COMPENSATION PROGRAM?

It is an insurance plan provided by your employer which pays all medical costs if you get hurt or become sick because of conditions on your job.  The program also provides automatic payment to you for part of the wages you might lose if your injury or illness disables you for more than three (3) consecutive days.  However, the first three (3) days of disability may be compensable if such disability exceeds fourteen (14) consecutive, calendar days.  Your employer must pay for this insurance at no cost to you.

 

PROGRAM INFORMATION

The Worker's Compensation Commission is one of the divisions under the Guam Department of Labor.  The division functions under the authority of the Commission and has two main functions:  (1) as a worker's compensation insurance carrier for most government of Guam agencies and departments.  Its purpose is to receive, review and process work injury reports filed by government of Guam employees and (2) the overseeing authority for all work injuries sustained in Guam except those filed by federal employees.

 

The program is 100% locally funded through appropriations made by the Legislature every fiscal year.  This appropriation is allocated on a quarterly basis into the Government of Guam Special Fund which was established to pay for all medically-related expenditures incurred by the government of Guam clients while any monetary compensation payable to these clients are paid by the employee's respective agency or department.
