The Guam Department of Labor's Bureau of Labor Statistics is pleased to release the  Review of Federal Expenditure Trends Pacific Region Jan 2009.
 
Foreword

Annual Federal Expenditure information for the United States with detail by State, the District of Columbia and U.S. Outlying Areas by expenditure and program category in the Consolidated Federal Funds Reports (CFFR) are available online from the U.S. Census Bureau  for fiscal years 1993 – 2007. 
 
Fiscal Year 2007 federal expenditure data is available and included for Federal Assistance awards including grants, direct and other assistance from the U.S. Census Bureau from the Federal Assistance Award Data System (FAADS).  This is an important source of sometimes more current expenditure information as it is released on a quarterly basis and covers a large component of federal expenditures.  In FY 2007 Federal Assistance comprised 36.5 percent of all federal expenditures and 81.5 percent of Non Defense expenditures on Guam.
 
Reviewing the trends in federal expenditures either in total or by category has been an onerous task as the information is published separately for each fiscal year. This report compiles the information from the fiscal years’ CFFR and FAADS reports, presents it in time series format and from that, reviews the trends in Federal Expenditures.  Our reports for FY 2005 and FY 2006 federal expenditures were limited to expenditures for Guam. This year’s report has been expanded in scope to include United States Insular areas in the Pacific.  These other areas include CNMI, Marshall Islands, Belau and the Federal States of Micronesia.  This expansion is designed to support regional employment and training as well as regional economic development efforts.
