year 2009, and for other purposes; such joint resolution
shall be considered as read; such joint resolution shall be
debatable for one hour equally divided and controlled by the
chair and ranking minority member of the Committee on
Appropriations; and the previous question shall be
considered as ordered on such joint resolution to final
passage without intervening motion except one motion to
recommit.

POSTPONED PROCEEDINGS - The Chair announced that she had
examined the Journal of the last day's proceedings and had
approved it. Mr. Sensenbrenner demanded that the question be
put on agreeing to the Speaker's approval of the Journal and
by voice vote, the Chair announced that the noes had
prevailed. Mr. Pallone objected to the voice vote based upon
the absence of a quorum and the Chair postponed further
proceedings on the question of the Speaker's approval of the
Journal until later in the legislative day.
