This project will advance development of client software for online Framework Data, with emphasis on integration of ANSI Framework data vector themes. It will focus on enhancing the Incident Response community's operational advantage with client software solutions for both desktop and mobile computing platforms.  The client software will provide peer-to-peer data sharing, universal access to online Framework vector data, access to local government and user-generated geospatial content, and will be tested on public safety mobile data networks.

The project builds on the successful collaborative partnership established from the 2006 NSDI program and will involve the collaboration of The Carbon Project, State, County and Municipal government organizations from North Carolina, Cubewerx, Grafton Tech, and the U.S. Environmental Protection Agency (EPA). The focus is on developing client software to access and apply online Framework Data, especially ANSI Framework data vector themes for operational use by incident responders at multiple levels of interacting government agencies. The software will extend Gaia 3 for Incident Response (Gaia 3/IR), an existing desktop geographic information system client developed in 2006.
