Part C of the Individuals with
Disabilities Education |
Part C of the Individuals with Disabilities Education
Act, Part H of Public Law (99-457),early intervention
legislation passed in the fall of 1986,
and was crafted with a remarkable vision - a vision of
comprehensive, interagency, multidisciplinary,
family-centered, and community-based services accessible to
all infants and toddlers with disabilities and to many who
are at risk for disabilities. Part H was later renamed
Part C. This law has been reauthorized as the
Individuals with Disabilities Education Improvement Act of
2004 (IDEA) or Public
Law 108-446. |
It was reported
in the Seventh Annual Report to Congress that early
intervention and preschool services accomplish the
following: |

Help enhance intelligence in
some children;
-
Produce substantial gains in physical development,
cognitive development, language and speech
development, psycho-social development and self-help
skills;
-
Help prevent the development of secondary
handicapping conditions;
-
Reduce family stress;
-
Reduce societal dependency and institutionalization;
-
Reduce the need for special class placement in
special education programs once the children reach
school age; and
-
Save substantial costs to society and our nation's
schools.

The Nevada Department of Health
and Human Services (DHHS) is the Lead Agency for Early
Intervention Services. The Early Intervention system
must be a statewide system of coordinated, comprehensive,
multidisciplinary, interagency programs providing
appropriate early intervention services to all infants and
toddlers with disabilities and their families. The
system must include the following minimum components: |

A definition of the term
"developmentally delayed" that will be used by the
state in carrying out programs
-
Timetables for ensuring that appropriate early
interventions services will be available to all
infants and toddlers with disabilities in the state
-
A timely, comprehensive, multidisciplinary
evaluation of the functioning of each infant and
toddler with a disability in the state and the needs
of the families to assist in the development of the
child
-
An Individualized Family Service Plan for each
eligible child including service coordination
-
A comprehensive Child Find System, including a
system for making referrals to service providers
that includes timelines and provides for the
participation by primary referral sources
-
A public awareness program for focusing on early
identification of infants and toddlers with
disabilities
-
A central directory which includes early
intervention services, resources, and experts
available in the State
-
A comprehensive system of personnel development
-
A single line of responsibility in a lead agency
designated by the Governor for carrying out general
administration and supervision of programs and
activities including program monitoring, procedures,
and dispute resolution
-
Procedural safeguards
-
Policies and procedures relating to standards to
ensure that personnel are appropriately and
adequately prepared and trained
-
A system for compiling data on the numbers of
infants and toddlers with disabilities and their
families in the state in need of early intervention
services

The IDEA Part C Office
of the Office of Disability Services within the Department
of Health & Human Services provides the oversight of Part C
(early intervention services) of the Individuals with
Disabilities Education Act. This Office is responsible for: |

The monitoring of Part C programs and activities;
-
Providing technical assistance to programs;
-
Developing procedures for resolving complaints;
-
Develop policies and procedures related to financial
matters;
-
Identification and coordination of resources;
-
Developing interagency agreements;
-
Resolution of disputes;
-
Ensuring delivery of services in a timely manner;
-
Data collection.
