Presented by Ed Bodmer, an expert in financial modeling for renewable energy projects, and KEMA, a consultant to the Massachusetts Renewable Energy Trust. The workshop will address public, private, and hybrid approaches to ownership, management, financing, and risk; the use of financial modeling to help evaluate and compare the alternative approaches for specific projects and optimize benefits for the municipality; and important questions municipalities considering wind projects should ask themselves. Two speakers from the Dept. of Public Utilities and the Dept. of Energy Resources will update us on rulemaking relative to the Green Communities Act, particularly as it relates to wind energy in Massachusetts. We will also tour the wind turbine repair facilities of Aeronautica Windpower, where the focus is on refurbishing turbines for the mid-scale marketplace.

Offshore Wind and Chapter 91: Impacts on Development in the Coastal Zone
Carol Wasserman, Senior Scientist with The ESS Group, will describe the Chapter 91 Waterways Act, its jurisdiction and impacts upon wind energy in the MA coastal zone, and significant changes that are currently being considered.
Muni's on Fire for Wind Energy: The Templeton Story
Sean Hamilton, General Manager of the Templeton Municipal Light and Water Department, and John LeClerc, Technology Engineering Teacher at Narragansett Middle School, will speak about their creative and effective efforts to educate the Northern Tier region about wind energy, and the current status of their wind turbine project located at the regional Narragansett school campus.

Governor Patrick envisions Massachusetts taking the lead in renewable energy. Three key policy makers in the state's new office of energy and environment will speak about implementing this vision:

- David Cash, Undersecretary for Policy, at the Executive Office of Energy and Environmental Affairs (EOEEA), and
- Greg Watson, Senior Advisor for Clean Energy Technology at the EOEEA, and Vice President for Sustainable Development of the Massachusetts Technology Collaborative

Mass Audubon scientist Taber Allison will speak on the current research on avian/wind interaction, including the broader context of climate change and habitat impacts of fossil fuel use.
Additionally, Dr. Lucy Vlietstra, Marine Science professor at the Massachusetts Maritime Academy (MMA), will present her findings on "Potential Impact of the Massachusetts Maritime Academy Wind Turbine on Common and Roseate Terns."
Afterwards, MMA's Rick Gurnon will offer a tour of their 660-kW Vestas V47, installed last Spring.

The subject of the meeting was "Installing Mass Maritime and Hull Wind II." Two more utility-scale turbines went up in Massachusetts last month. Six, 4-hour sessions, Thursday evenings from 4-8 p.m.
This course will focus on energy efficiency, renewable energy (photovoltaic electricity, solar thermal and wind energy) and climate change and will also include information about fossil fuels which dominate our current energy sources. Each week will feature a guest lecturer/specialist who will present content through hands-on teaching activities for their topic. Although the course is based on MA Frameworks for grades 6-10, other teachers are welcome to take the course and adapt it for their own classrooms. Please see the Web site for credit information. First Meeting of the Massachusetts Wind Working Group Date: 4/1/2005Location: Westborough , MAPhone: 617-565-9713 The Northeast Regional Office's Wind Powering America Coordinator Richard Michaud and the Massachusetts Renewable Energy Trust's Director Rob Pratt provided opening remarks at the first meeting of the Massachusetts Wind Working Group, hosted by the Massachusetts Technology Park Corporation. Nearly 70 stakeholders attended the meeting, facilitated by the University of Massachusetts Renewable Energy Research Lab and the Massachusetts Division of Energy Resources. Several developers suggested that the group involve state and federal regulators in future meetings to better understand their concerns. Areas identified for consideration included education and outreach, regulatory reform, diverse wind applications and off-shore and community-based wind projects. About 150 attendees were expected, including systems benefit charges officials from MA, RI, CT, as well as other regulators, policy makers, developers, and advocacy groups.
