Eastern Missouri Collaborative Review and Maintenance of Tier 1 and Locally Critical Structures

This project will document the synergy created when federal, state, and local entities cooperate to populate a geodatabase whose application to Homeland Security, Emergency Response and numerous other uses are readily apparent to all.  The project will identify, code, attribute, and validate a comprehensive structures geodatabase that will include all Tier 1 structures defined by the Homeland Security Infrastructure Program(HISP) and locally critical structures through a collaboration of University of Missouri-Columbia (UM) undergraduate students, Missouri State Emergency Management Agency (SEMA) personnel, and Regional Planning Commissions (RPC).

The intended outcomes of this project are:

  1. To document a successful partnership between federal, state and local entities that not only provides useful data to all parties – but provides a template for the development of future partnerships nationwide.  The outreach effort for this Missouri partnership process will be communicated via a combination of passive web enabling of the project report on the MSDIS, Missouri Geographic Information System Advisory Committee and State GIO web sites and presentations at two or more national and one or more state geospatial venues.
  2. A locally maintained, temporally relevant, compliant, and spatially accurate structures geodatabase, available to all partners. The only requirement being that the local entity has the technical capability and willingness to maintain that data set in perpetuity.
  3. The development and documentation of a process and associated protocols that can be replicated in other Missouri entities even to county or township level.
  4. Feedback to USGS and DHS on the implementation model for structures regarding local maintenance opportunities and priorities in terms of structure types, attributes, representation, and update frequency.
  5. The development of a web-service and interface for local review, validation, attribution, and verification of raw structures data.
