Mr. Ryan (WI) demanded the yeas and nays and the Chair postponed further proceedings on the question of adoption of the motion until later in the legislative day.

The resolution makes in order four amendments which shall be debateable for forty minutes each, equally divided and controlled. The resolution makes in order a motion to take from the Speaker's table S.Con.Res. 13 and strike all after the resolving clause of S.Con.Res. 13 and insert in lieu thereof the provisions of H.Con.Res. 85 as passed by the House, and to insist on its amendment, and request a conference with the Senate thereon.
