Dear Mr. Chairman:
This letter provides you the
status of Commitment 4.1.4 of the Implementation Plan for Defense Nuclear
Facilities Safety Board Recommendation 2002-1, Quality Assurance for Safety
Software at Department of Energy Defense nuclear facilities. �This commitment required National Nuclear
Security Administration (NNSA) personnel assigned to Software Quality Assurance (SQA)
positions to achieve qualification per the requirements of the Technical
Qualification program by September 2004.
In a letter of December 9, 2003,
we provided you a list of NNSA personnel assigned to SQA positions. �We now have three out of eight personnel, two
at Site Offices and one
at the Service Center, fully qualified. �The remaining personnel will be fully
qualified by no later than June 2005. �In
the interim, an NNSA Expert
Team, led by Rabi Singh, will provide assistance, guidance, direction,
oversight, and evaluation of SQA activities
at sites where personnel are not yet qualified.
