Dear Mr. Chairman:
The purpose of this letter is to
inform you that the National Nuclear Security Administration (NNSA) has
completed Commitment 4.1.4 of the Implementation Plan for Defense Nuclear
Facilities Safety Board Recommendation 2002-1, Quality
Assurance for Safety Software at Department of Energy Defense Nuclear
Facilities. This Commitment required NNSA
personnel assigned to Software Quality Assurance (SQA) positions to achieve
qualification per the requirements of the Safety Software Quality Assurance
Functional Area Qualification Standard. In our letter of November 23, 2004, we
provided the status of this commitment and projected completion by June 2005.
The names of qualified SQA
personnel are provided in the enclosure. Please note that we are maintaining the NNSA
Expert Team to provide assistance, guidance, direction, oversight, and
evaluation of SQA activities until the SQA is institutionalized at each Site in
accordance with the Roadmap for Quality Assurance Excellence provided to you on
May 31, 2005. Note also that we intend
to develop an indigenous Headquarters expertise in software quality assurance
matters. Mr. Anton Tran of the Office of
Nuclear Weapon Surety and Quality, NA-121, has been identified to develop
the requisite expertise for this longer-term need.
