Special Disposal Authorities

Used Energy-Related Laboratory Equipment (ERLE) Grant Program - This program was established to assist nonprofit educational institutions of higher learning (e.g., universities, colleges, junior colleges, hospitals, and technical institutes or museums) located in the United States in equipping their science and engineering laboratories with used energy-related laboratory equipment for energy-related research and/or instructional purposes in the life, physical, and environmental sciences and engineering.

Eligible institutions submit an equipment proposal request to the DOE field organization where the equipment is located, stating the objective to be met through use of the equipment. If the proposals are accepted, equipment grants are issued to the institutions.

Economic Development Program - Section 3155 of the National Defense Authorization Act of 1994 authorized DOE to transfer, for consideration, personal property and equipment that is excess to DOE needs and located at DOE facilities being reconfigured or closed due to the downsizing of the DOE nuclear weapons production mission. The personal property and equipment transferred under this program must be (1) identified by the Community Reuse Organizations as necessary for local economic development and (2) determined by DOE to mitigate the adverse economic consequences that might arise from the facility reconfigurations or closures.

Resources for the Disposal of Information Technology and Other Electronics

Federal environmental regulators are simplifying the Federal hazardous waste management requirements for cathode ray tubes (CRTs) and CRT glass destined for recycling and for mercury-containing equipment to the Federal list of universal wastes.  The U.S. Environmental Protection Agency (EPA) hopes the streamlining will increase the collection and recycling of CRTs, saying recycling saves energy and conserves resources.  Under the new regulations, used, unbroken CRTs are not regulated as hazardous waste unless they are stored for more than one year. The EPA is relaxing the standards for unbroken tubes because the risk of lead releases from them is very small, according to the Agency.  The EPA's Final Rules on Cathode Ray Tubes and Discarded Mercury Containing Equipment page provides additional details.
