Coordinates with the Office of Security Policy
in the development of policy and guidance for
personnel security.

Coordinates consistent implementation of personnel
security policy and guidance across the Department.

Oversees the use of exculpatory polygraphs for
personnel security purposes and makes recommendations
to the Chief Health, Safety and Security Officer.

Administers the provisions of 10 CFR 710 (Administrative
Review Procedures) Department-wide. These responsibilities
include reviewing cases to determine administrative
review eligibility; support related to Appeal
Panel proceedings and requests for reconsideration;
and maintenance of master personnel security records
for the Department.

Acts on appeals of administrative terminations
of access authorization processing in accordance
with 10 CFR 710.

Administers and manages the Department's Accelerated
Access Authorization Program (AAAP) and Interim
Access Authorization (IAA) program.

Provides for timely and cost effective processing
of Headquarters access authorizations (security
clearances) including reinvestigations, suspensions,
notifications under 10 CFR 710 and classified
visits.

Manages and implements the electronic DOE Integrated
Security System (eDISS+) databases and applications.

Represents DOE with other federal agencies on
personnel security activities and supports the
Director of Security Operations in personnel security
activities.

Reviews and processes requests to grant access
authorizations for foreign nationals in accordance
with DOE Order 470.4 and DOE Manual M470.4 5.

Processes, monitors and approves classified visits.

Manages the process of ongoing liaison for DOE
personnel security matters with other U.S. government
agencies, including the White House and the Congress
of the United States, state and local governments,
the American public and the security organizations
of other countries.

Monitors the programs associated with security
clearance processing at DOE Headquarters, such
as the Employee Assistance Program Referral Option
(EAPRO).

Manages Sensitive Compartmented Information adjudications
and provides recommendations to the Office of
Intelligence Directorate within the Office of
Intelligence and Counterintelligence.

Manages the Personal Identity Verification (PIV)
process for Headquarters as mandated by Homeland
Security Presidential Directive Number 12 (HSPD-12)
to include serving as Registrar, verifying identity
documents, submitting investigative requests to
the Office of Personnel Management, adjudicating
investigative results and approving the issuance
